SPA has an urgent requirement for a Contract Administrator to support the Contracts Team located within Headquarter Suprement Alied Command Transformation (HQ SACT). Hybrid working model available with 2-3 days per week working from home location. Responsibilities * Provide consultation and recommendations to Program Managers in the preparation of Statements of Work (SOWs), Statement of Objectives (SOOs), and other requirements documents; * Prepare Notifications of Intent (NOIs), Request for Quotes (RFQs), Request for Proposals (RFPs), and Combined Synopsis/Solicitations; * Recommend and prepare unique terms and conditions as required; prior to release of solicitation, verify that funds are available and obtain legal concurrence; * Prepare documentation for contract modifications, including the exercise of options; * Monitor contractor performance including schedules and milestones; * Monitor contractor compliance with terms of the contract; * Assist in resolution of performance problems; * Process contractor invoices including contract funding status management; * Provide consultation and recommendations to Program Managers in the preparation of SOWs, SOOs, and other requirements documents; * Prepare final contract award and contract file documents for purchase orders, task and delivery orders, and stand-alone contracts; * Work closely with evaluators and Contracting Officers (COs) to identify pre-negotiation objectives and assist the CO with discussions with Offerors. Qualifications Essential Qualifications: * Experience in the field of Contract Administration in a governmental organization, such as NATO or NATO member Nation * Experienced in providing consultation and recommendations to program managers in the preparation of Statements of Work (SOW), Statement of Objectives (SOO) and other requirements documents * Experience of preparing Notifications of Intent (NOIs),Request for Quotes (RFQs), Request for Proposals (RFPs), and Combined Synopsis/Solicitations * Experience preparing appropriate documentation for contract modifications, including the exercise of options * Experience working with evaluators and Contracting Officer (CO) to identify pre-negotiation objectives and assist the CO with discussions with Offerors * Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 - Listening, Speaking, Reading and Writing) or equivalent * Demonstrated working level knowledge with MS Office tools (Outlook, Project, Word, Excel and PowerPoint) * In posession of a minimum NATO or National SECRET clearance
