South Plains Community Action Association is Hiring a Head Start Integrated Services Head (Grantee) Near Lubbock, TX

The Grantee Department of Integrated Services Head will serve as a member of the Head Start leadership team and is responsible for assisting the Head Start Division Director, Regional Administrator and upper management effectively handle Head Start program operations at the grantee sites. S/he may act on behalf of the Director or Regional Administrator when required. S/he is required to effectively handle and prioritize a variety of assignments and meet deadlines.

Essential Job Functions

  • Contribute and support a productive work environment focused on developing overall program capacity to meet the needs of children and families in an effective, timely and appropriate manner consist with agency and program mission of helping people, changing lives and other local, state or federal requirements applicable to Head Start program operations.
  • Must possess high degree of effectiveness in personnel management and management level understanding and knowledge of childcare licensing requirements and Head Start Performance Standards, and fiscal and personnel regulations applicable to federally funded programs.
  • Must be able to use working knowledge of program policies and procedures and be able to communicate the knowledge to employees, so that program operations meet or exceed established goals, objectives, and expected outcomes and outputs.
  • Work with other management and center-based staff to ensure program operation occurs in a consistent, on-going manner. Operations are based on TDFPS Child Care licensing requirements, Head Start Performance Standards, and other applicable local, state or federal requirements.
  • Assist with development, guide the implementation, and facilitate documentation of Improvement Plans designed to address site visit findings and monitoring completed by internal agency staff, TDFPS licensing division, the Office of Head Start, annual fiscal auditors and federal teams, and others authorized and/or responsible for ensuring program operations meet and/or exceed set requirements.
  • Participate in designing internal structures, systems, policies and procedures.
  • Work with all Head Start management to ensure adequate systems are in place to maintain the highest quality of services to children and families in compliance with Head Start Performance Standards and TDFPS Child Care Licensing.
  • Work with all management and center staff to ensure that all federal, state, and local contract regulations and requirements are met and maintained in all Head Start Division program.
  • Work with management, staff and/or consultants to develop and ensure provision of training and technical assistance to all Head Start employees. Responsible for communicating with staff, on T/TA opportunities and facilitating communication between interested parties and the Regional Administrator or Director for QA/Program Development.
  • Encourage and support professional development opportunities. Promote training which meets team and individual needs.
  • Make sure that all staff are trained and abide by confidentiality policies and that they are aware of the legal and professional responsibilities with regard to reporting suspected adult/child abuse and neglect in accordance with the provisions of Federal, State, or local law.
  • Work with all Head Start management to ensure consistency in service delivery across the program with attention to inclusive practices and systems approach to encourage continuous improvement.
  • Ensure coordination among systems, across levels and within the organization.
  • Assist in selection and training of employees.
  • Plan, assign, and direct work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Assist Division Director, Regional Administrator for Program Development & QA, and Fiscal staff with the development and implementation of annual operating budgets.
  • Facilitate and contribute to the resolution of conflicts, concerns and complaints involving staff, parents and/or others.
  • Promote a consistent exchange of information and communication in a timely manner.
  • Promote positive working relationships with staff from funding sources.
  • Ensure accurate and appropriate records/documents are completed, processed and maintained.
  • Responsible for accurate retention/disposition of documents in accordance with established records retention policy and funding guidelines.
  • Ensure compliance with SPCAA and program policies regarding personnel, procurement, fiscal management, and program (Head Start) specific policies.
  • Demonstrate continuous effort to improve operations, streamline work processes, and work cooperatively and jointly with clients, other staff, vendors, and remains engaged in center operations for quality services.
  • Must abide by the Code of Conduct established for Head Start.
  • Prepare, collect aggregate and analyze date in to ensure improvement in program operations.
  • Provide feedback on data and opportunities for continuous improvement to Program Director and Regional Administrator as applicable.
  • Conduct regular site visits to provide technical support and monitor service delivery.
  • May serve as a secondary for the Partner Integrated Services Head as needed.

Qualifications

  • A master’s degree preferred from an accredited college or university may be substituted for one year of the general experience.
  • A bachelor’s degree from an accredited college or university, plus five years of full-time professional social service and/or child development experience. One year of the required experience must have been in a childcare center operation and at least one-year experience in management.
  • Must have demonstrated supervisory or leadership experience with work groups of employees. (At least 10 or more.)
  • Possess demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook.
  • Must be a minimum of 25 years of age to operate a company vehicle. One year may be waived provided that the individual has a satisfactory motor vehicle report (MVR).
  • Must possess ability to provide reliable self-transportation capable of regional travel.
  • Must possess and maintain valid Texas motor vehicle operator’s permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks may be conducted by the agency.
  • Must complete background check as per Head Start and childcare licensing requirements
