SUMMARY

The Project Based Program Supervisor oversees the day to day operations of the Project Based Voucher program accordance to the Housing and Urban Development (HUD) and Department of Housing and Community Development (DHCD) policies and procedures including indirect case management of participants, coordination and collaboration with multiple existing and new project-based properties and supervision of the project-based specialist.

PRIMARY RESPONSIBILITIES

  • Recruit, manage, develop and evaluate Project Based Voucher Specialist and other assigned staff by providing timely mentoring, training, performance management and completing required paperwork in accordance with company policy
  • Coordinate with the Assistant Program Director, Program Supervisor, Program Director and Division Director to implement program guidance, internal policies, establish best practices, and ensure compliance in accordance to Housing and Urban Development (HUD) and Department of Housing and Community Development (DHCD) regulations. Ensure project based properties maintaining a high percentage of leased contracted units with vacancies lasting no longer than 60 days.
  • Maintain, revise and update the Housing Assistance Payment contracts with project-based properties in coordination with the Division Director and Program Director
  • Oversee the leasing process for applicants for existing and new project-based properties including obtaining verifying documentation, screening for eligibility, conducting briefings and coordinating with the Inspections’ department to ensure compliance of the Housing Quality Standards for vacant units.
  • Ensure Agreements to Enter into a Housing Assistance Payments contracts (AHAP) with new project-based properties are properly reviewed and signed by properties prior to being added to the Project Based Program portfolio.
  • Ensure Housing Assistance Payments (HAP) are made in a timely fashion to the project-based properties within 60 days of a new lease, on a monthly basis for existing participants and that contract rent increases are processed at the time of the HAP contract anniversary date in collaboration with the Data Coordinator.
  • Provide additional support to the PBV Specialists to process tenant biennial, triennial or annual re-certifications and interims.
  • Reconcile monthly discrepancies in account ledgers with the project-based properties.
  • Manage, maintain, purge project-based waitlist and conduct selections.
  • Evaluate emergency cases and determine issuance of federal mobile section 8 vouchers, when appropriate and in accordance to Housing and Urban Development (HUD) and Department of Housing and Community Development (DHCD) regulations.
  • Receive all incoming requests for contract rent increases for all project-based properties and ensure requests are made and processed within a timely manner of the HAP contract anniversary date.
  • Conduct rent reasonableness comparisons for all contract rent increases requests for all project-based properties utilizing the Gosection8 tool.
  • Approve or deny contract rent increase requests for all project-based properties.
  • Monitor project-based participant compliance and take action through issuance of preliminary terminations and final terminations in accordance to the Housing and Urban Development (HUD) and Department of Housing and Community Development (DHCD) regulations.
  • Attend and participate in participant hearings in front of the Rental Assistance Program hearing officer and participant.
  • Track and maintain all supporting documentation for terminations, preliminary terminations, appeals and hearings.
  • Respond to incoming inquiries and escalated complaints from project-based tenants and project-based properties.
  • Track all necessary data in MRI Real Estate Software, the EOHLC Tracking Tool and Community Software Group.
  • Oversee collection and maintenance of data and other internal reporting requirements to meet contractual obligations for funding sources.
  • Attend required trainings, relevant meetings, and administrative meetings, as required by the Department of Community Development (DHCD), the Department of Housing and Urban Development (HUD).
  • Assist the Program and Division Director in providing reporting measures on a monthly, quarterly and annual basis or as needed.
  • Engage all clients by understanding and addressing their needs whether within or outside the scope of work.
  • Attend & participate in team meetings as requested and communicate effectively with clients and staff in other areas.
  • Maintain confidentiality of client, employee and agency information in accordance with federal and state laws and funder requirements.
  • Ensure compliance with program/department, agency and/or funder requirements, as well as, SMOC policies & procedures.
  • Other duties as assigned.

KNOWLEDGE AND SKILL REQUIREMENTS

  • BS/BA or Associate's Degree in Human Services preferred
  • Bilingual in Spanish preferred
  • Strong attention to detail
  • Ability to interpret and apply state and federal housing rules and regulations
  • Knowledge of Excel, Windows, Word and PCs
  • Basic mathematics skills required to calculate rental portions
  • Ability to work well in a very high volume and productivity environment
  • Ability to handle potentially stressful situations and sensitivity to the needs of economically disadvantaged clientele.
  • Highly skilled in multitasking
  • Strong verbal and written communication skills
  • Experience with adhering to confidentiality requirements
  • Must meet all required DHCD program certifications within 1 year or have at least 5 years of experience working with DHCD/HUD Rental Assistance programs.

ORGANIZATIONAL RELATIONSHIP

  • Directly reports to Program Director.
  • Indirectly reports to Assistant Program Director, Division Director, RAP Billing and Data Specialist
  • Direct reports of this position are Project Based Voucher Specialist.
  • Indirect reports of this position are Administrative Generalist.

PHYSICAL REQUIREMENTS

  • Mobility to use office machines
  • Ability to lift up to 30 lbs
  • Ability to asecend and descend stairs.
  • Ability to travel to and from project based sites and the main office during business hours.

WORKING CONDITIONS

As part of the responsibilities of this position, the RAP Project Based Program Representative will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
