The mission of the Department of Agriculture and Natural Resources (DANR) is to protect and preserve the state’s agriculture, environment, and natural resources with the vision of a prosperous economy, diverse agricultural opportunities, clean air, clean water, and healthy families.

This is a full-time position with the Department of Agriculture and Natural Resources (DANR). Based on the applicant's knowledge, skills, abilities, and work experience, this position may be hired as a Grant and Loan Specialist I or a Grant and Loan Specialist II position at the appropriate pay rate for the level hired.

This is not just a job; it is an opportunity to start or continue to grow in your career by administrating the Specialty Crop Block Grant Program and subawards; submitting monthly, quarterly, and annual reports, ensuring that federal grants comply with federal grant requirements, administering grant subawards to other entities, and ensuring that these entities comply with all requirements. Other duties include the creation of policies and forms to ensure that department and sub-grants comply with federal policies, the formation and maintenance of standard operating procedures (SOPs) for monitoring federal and state grant processes and maintaining grant files.

This position will also assist with administering current DANR Office of Secretary grants.

The grant and loan specialist will also seek and research new grant opportunities that apply to DANR. After approval this person may complete grant applications and be responsible for implementing the new grants if awarded.

Office work includes sitting at a desk for long periods of time using a computer. Normal working hours are 8:00 a.m. - 5:00 p.m., five days per week.

Licenses and Certifications:

The successful candidate and must have a valid South Dakota driver's license.

The Ideal Candidate Will Have:

  • a good working knowledge of accounting and/or grant administration methodology and techniques;
  • a college degree in business or accounting;
  • knowledge of federal grant regulations and procedures
  • well tuned organization skills;
  • good analytical skills;
  • good writing and public speaking skills.

Knowledge, Skills, and Abilities:

  • a working knowledge of federal grant regulations and procedures. The successful candidate will be required to develop this knowledge if they do not have these when hired;
  • public administration as it related to program activities;
  • methods, procedures, and purpose of financial analysis;
  • applicable federal and state laws, rules, and regulations;
  • departmental policies and procedures;
  • basic principles and terminology of data processing.
  • maintain all grant files grant files in an orderly manner;
  • work with a variety of partners who might not be familiar with federal grant writing or reporting;
  • host meetings on Zoom and/or Microsoft Teams;
  • work with a variety of federal, state, local government, and other partners;
  • assess program effectiveness and recommend changes or alternatives;
  • train and provide guidance to staff and service users;
  • develop grant proposals, preliminary budget requests, and reports;
  • communicate information concisely and effectively.
