OVERVIEW

The Web Developer will be responsible for the support & development of internal and external web applications, as well as database services, for the applicable functional areas of the South Carolina Education Lottery (SCEL.) This position is at-will and will not be covered by the South Carolina State Employee Grievance Procedure Act.

RESPONSIBILITIES

• Performs full life cycle software development, including defining requirements, prototyping, designing, developing, testing and enhancements.
• Develops new websites, APIs, and applications, as well as performs routine maintenance and enhancements to existing sites and applications. 
• Provides system integration strategies to facilitate data collection, data entry, data exchange, data reporting, and queries processes between applications.
• Troubleshoots system issues, monitors scheduled jobs and sets up maintenance plans to proactively monitor the performance of all applications.
• Monitors, tunes and analyzes systems performance; allocates server resources to achieve optimum application performance. 
• Develops and enhances technical operating procedures and documentation to improve efficiency and effectiveness of operations and change activity.
• Works with employees across multiple departments to obtain and define information for user needs, performance requirements, project limitations, capabilities, and interfaces.
• Provides support in gathering and providing data requested by outside entities (via FOIA), as well as data mining services, as required, by various departments within the SCEL.
• Creates and maintains software documentation. 
• Performs any other duties, as assigned.

 MINIMUM REQUIREMENTS

A Bachelor’s Degree in Computer Science, Management of Information Systems, or similar field of study, with 3-5 years of relevant work experience. (Additional and/or related work experience will be considered for education equivalency.)

KNOWLEDGE SKILLS & ABILITIES

The Web Developer must have: (1) Proficiency with .net Framework, MVC Framework, Blazor, Mud Blazor, Azure, TFS, MS Visual Studio, VB, C , IIS, , MS SSIS, ASP.net, vb.net, HTML, HTML5, CSS, JavaScript, PGP and SFTP; (2) A solid understanding of the inner workings of applications, including security, session management and best practices for development; (3) The ability to work efficiently independently, as well as in a team environment; (4) The ability to establish and maintain effective working relationships, by dealing courteously and effectively with others; (5) The ability to communicate effectively, orally and in writing; (6) The ability to exercise good judgment and discretion; (7) The ability to effectively prioritize and execute tasks; (8) Excellent organizational, analytical and problem solving skills, with an emphasis on being detail-oriented; (9) The ability to understand and comprehend SCEL policies, rules, regulations and procedures; and (10) The ability to work flexible a schedule, as necessary for specific projects.
