Full Time, 40 Hours, Non-Exempt

Position Summary:
Supervises, trains, and develops Dispatchers in the 9-1-1 Communications Center. Performs dispatch services by receiving, monitoring, recording, summarizing, and/or transmitting data to emergency response organizations. Maintains and updates NCIC, SCIC, and other records and files. Supervises maintenance of official station record and/or daily log of all incoming and outgoing communications. Works with IT Division in supporting 911 computer systems and interacts with State Police computer staff and computer vendors in troubleshooting problems. This position reports to the Communications Director and is an Essential Employee who is indispensable to the emergency service function of his or her employing division or department and is required to assist the department or division in meeting its operational needs.

Essential Functions:
1. Assigns, directs, reviews, and evaluates the work of subordinate employees.
2. Plans work schedules to ensure an even flow and distribution of work, expeditious handling of priority cases, and meeting of schedules and deadlines.
3. Assigns tasks to provide new employees with experience and training required to perform the work.
4. Instructs training classes for Public Safety Telecommunicators of lower or equal grade in work procedures and the use of equipment necessary to perform their duties.
5. Supervises subordinates in the receipt and disposition of telephone or other electronic requests for emergency assistance.
6. Assists in the determination of the nature of calls received by subordinates and transfers caller to appropriate PSDP on making this determination.
7. Supervises employees in and operates automatic number identification (ANI), automatic location information (ALI), telecommunications devices for the deaf (TTY/TDD), Text to 911 or other electronic devices to obtain and verify required data.
8. Accesses foreign language interpreter service of non-English speaking callers.
9. Maintains a calming and reassuring manner with callers to obtain required information.
10. Persuades emergency callers to stay on the line.
11. Assists subordinates in the provision of first aid or CPR instructions to stabilize the medical condition of persons during medical emergencies until the arrival of professional medical assistance.
12. Provides precautionary instructions and advice in non-medical emergencies to ensure the personal safety of persons and/or to minimize the loss of property pending the arrival of fire, police, or other assistance.
13. Refers non-emergency situations to other appropriate public or private agencies. Dispatches non-emergency personnel or equipment.
14. Supervises staff in and/or utilizes video display terminal or computer-oriented or radio equipment to receive, monitor, record, summarize, and/or transmit data relating to the emergency.
15. Determines the appropriate agency to respond to the specific emergency or call for assistance.
16. Utilizes radio, telephone, and computerized or other electronic equipment to dispatch specific law enforcement, fire, or medical assistance units to the scene of an emergency based on pre-established response plans.
17. Seeks guidance from management when circumstances warrant significant deviation from pre-established response plans.
18. Locates or contacts individuals needed to staff the response.
19. Coordinates the dispatching of units involving two or more government jurisdictions.
20. Maintains and facilitates communication with responding units by receiving and relaying information including confidential information to authorized personnel.
21. Detects and takes alternate/corrective action when communication system or program errors occur and reports malfunctions in accordance with established procedures.
22. Maintains a constant update on the status of emergency units in the field and or on-call personnel.
23. Makes entries, inquiries, cancellations, and modifications of records in various systems and databases such as the National Crime Information Center (NCIC) and State Crime Information Center (SCIC), Stolen Vehicle File, Stolen License Plate File, Stolen-Missing Gun File, Stolen Article File, Wanted Person File, Stolen or Embezzled or Counterfeited or Missing Securities File, Stolen Boat File, hazardous materials databases, and hospital status files.
24. Answers questions about application of regulations or policies.
25. Receives and answers telephone, radio, and video display inquiries of the NCIC and SCIC for law enforcement agencies of the state.
26. Maintains and updates NCIC, SCIC, and other files and records.
27. Supervises the maintenance of the official station record and/or the daily log of all incoming and outgoing communications.
28. Activates emergency alert systems such as bells, sirens, beepers, and tone-activated devices.
29. Inspects fire alarm and circuit indicator panels to ascertain if they are functioning properly.
30. Supervises the preparation of reports and statistical data.
31. Inspects and makes minor adjustments or very minor repairs to communications and related equipment.
32. Utilizes various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
33. Instructs classroom training for Somerset County personnel and/or the general public through the police academy.
34. Responds to work during disaster, known or unknown weather events and/or any other event to fulfill the required staffing in the 911 Center or mobile command center 24/7.
35. Maintains the attendance sheet by signing personnel in and out and documenting vacation, sick, personal and/or any other time off.
36. Any other duties as assigned.

Qualifications:

  • 5 years emergency dispatch experience
  • Previous supervisory or leadership experience
  • Communications Center Supervisor Certification (or must be obtained within one year from date of hire)
  • Public Safety Communications Center CTO Experience
  • Possess excellent communication skills
  • Be able to assess direct reports for strengths and weaknesses, and document employee evaluations as required
  • Ability to make critical decisions in rapid, real time situations
  • Be able to supervise and manage the operation of a shift independently
  • Have the ability to work all shifts, day or night, and be available for duties at hours outside of the normally assigned shift hours.
  • High school diploma or equivalent
  • Training and certification by the Office of Emergency Telecommunications Services (OETS) in the Department of Law and Public Safety as required by NJAC 13:81-2
  • Must possess good Communication and Organizational Skills
