Position Overview

STI-TEC is seeking a Senior Analyst Specialist to provide non-personal services for the Joint Staff J7 Office of Program Management Activities (OPMA) to perform analytical, and technical support services that will enable OPMA to execute its mission.

Essential Job Function

  • Assist with the accomplishment of program management responsibilities by JS J7 OPMA to include JEETP Program Objective Memorandum (POM) planning and annual budget planning and preparation, analysis, and tracking of budget execution, unfunded requirement coordination and tracking and program assessment.
  • Provide program management support in strategic management, performance measurement, and performance budgeting to include strategic thinking and planning, data analysis, research, and support in the development of program goals and objectives that support the PPBE processes.
  • Support the development and maintenance of critical planning documents including implementation plans, program execution plans, strategy mapping, and organizational and program performance assessments.
  • Collaborate on analyses and review processes for requirements development and integration and solutions development to include coordination of focused process actions undertaken by teamscomprised of representatives from DOD Components and identification, analyses, and articulation of various strategies, positions, and requirements.
  • Work with the Government lead to prepare program documentation such as JTEEP/ budget plans, including the annual Program Execution Plan (PEP) and PEP Planning Guidance; OSD Financial Exhibits; monthly, quarterly and annual reports; automated budget execution reports, J7 Financial Plan and Spend Plan inputs, unfunded requirements lists (UFR); and other budget execution documentation; assessment reports in response to internal and external requirements; and documentation of program accomplishments in weekly program updates.
  • Support financial and program management processes for the Joint Live Virtual Constructive (JLVC) Modernization, as documented in future revisions of the CJCSM 3511.01, Joint Training Resources Manual.
  • Support JTEEP in the development of necessary elements of Joint Staff and OSD Acquisition packages.
  • Support the JTEEP/ Program Manager and JTEEP Lead and staff in evaluating requirements for Adaptive Training Capability (ATC) funds. Support the management of the ATC funds, including processing the transfer and receipt of Military Interdepartmental Purchase Requests (MIPR) and other forms of funds transfer within DOD. Support, monitor, and track all funds associated with ATC among all claimants and support the ATC Program Manager for all monies processed.
  • Support OPMA in researching requirements and evaluating the apportionment of funds for Combatant Command Strategic Lift requirements in the conduct of their exercises. The contractor shall document and analyze spending patterns, recommend funding strategies to address shortfalls, and analyze suitability of exercises for Government PM Consideration of additional funding in accordance with CJCS guidance for program execution.
  • Support the Government Joint Exercise Transportation Program (JETP) and Large Scale Global Exercise (LSGE) PM in developing and managing budgets for staff and program support, including the transfer and receipt of large sums of money via MIPR and other forms of funds transfer within DoD. Prepare and process funding requests for Government PM approval and support PM accounting for all monies processed.
  • Track and audit support for personnel and travel funds to include preparing routine and ad hoc funding reports for the JETP PM, Joint Training Coordination Program (JTCP) PM, LSGE PM, and senior JS managers. Assist the JETP PM, JTCP PM, and LSGE PM with development of briefing materials and responses to ad hoc queries.
  • Support the Government JTCP PM in developing and managing budgets for staff and program support, including the transfer and receipt of money via Military Interdepartmental Purchase Requests (MIPR) and other forms of funds transfer within DoD.
  • Provide technical analytical support of JTEEP/ budget processes including development of scoring criteria for the assessment of Joint National Training Capability (JNTC) budget requirements (Program Budget Request (PBR) assessment), aggregation and analysis of stakeholder inputs (scoring documents), and generation of prioritized requirements list based on available funding.
  • Conceptualize, propose, design, conduct, and report results of assessments and studies of training activities.
  • Support financial and program management processes for the annual Large Scale Global Exercise (LSGE), as documented in future revisions of the CJCSM 3511.01, Joint Training Resources Manual.
  • Analyze and apply DoD strategic guidance, planning documents, and training trends, including those produced by OSD, Joint Staff, Services, and Combatant Commands as applicable.
  • Utilize the Joint Training Tools (JTT), the Defense Readiness Reporting System (DRRS), data from the Defense Manpower Data Center, Command & Control Information Environment (C2IE) or other data sources related to joint training efforts as applicable.
  • Conduct qualitative and quantitative assessment and management of the JTEEP/ portfolio. Plan and execute a quality assurance program to improve decision-making and the strategic alignment of the sub-programs funded by JTEEP/CE2T2, especially their ability to show linkage to DoD strategic priorities.
  • Maintain official calendar of events as well as coordinate and support meetings, associated with program management and budget process.
  • Provide planning and logistics coordination for conferences, workshops, symposia, and meetings. Develop products in support of conferences and meetings including agendas and minutes through coordination of inputs and review by government staff.
  • Assist in the preparation of official correspondence and documents for signature, including letters, notices, instructions, and memoranda.
  • Provide support including word processing of text, tables, and graphs, generation of reports and memoranda, and support briefings and technical presentations.
  • Maintain and update files and logs, including tracking and managing of all internal and external taskers, correspondence tracking, and other tracking to facilitate program planning, management, records monitoring, and status reporting.
  • Develop and execute tasks to increase office productivity, analyze procedures, processes and directives, and where necessary, provide alternatives. This includes the development of new or the revision of existing documentation.
  • Support the management of OPMA Standard Operating Procedures (SOPs) through facilitating the coordination of SOPs, writing and reviewing SOPs, and ensuring SOPs are properly coordinated through the approval process.
  • Maintain files and retrieve hardcopy and electronic program documents to meet program management support requirements. Schedule and coordinate conference rooms and audiovisual support as required.
  • Gain a working knowledge of all computer support systems to include: DAI, SYNCADA, JIDB, JTT, DRRS, and CE2T2 Program Tracking Tool (CPTT), and Task Management Tool (TMT). Documentation shall be researched and downloaded as required.
  • Develop and maintain paperless archives on the unclassified and secret JS networks. The archives will be maintained and posted to the common access network drives to ensure ease of identification and retrieval. The electronic archival system must adhere to the standards set forth by the National Archives and Records Administration and conform to the electronic file management policy maintained by Washington Headquarters Services, Records Management Division.

Minimum Qualifications

  • Top Secret Clearance
  • Education: - Bachelor's degree with a minimum of 3 years’ experience; or No degree with at least 7 years financial execution. (Not DTS)]
  • Experience in three (3) or more areas of financial execution and Demonstrated success in two (2) or more of the following areas:
    • Financial execution of a spend plan - Experience in conducting analysis of obligation plans vs obligations.
    • Experience in monthly financial reporting.
    • Experience with communications of budget materials to senior officials
    • Experience in financial programing for O&M and RDT&E
    • Experience with presentations to senior officials
    • Experience in conducting quantitative and qualitative analysis and evaluations.
    • Experience in creating complex spreadsheets.
    • Experience in creating Power Point presentations.
    • Experience in the ability to research payments.
    • Experience in setting up conferences.
    • Experience in financial reports.
