Primary Purpose
Manage complex compliance driven safety and health programs. Leverage internal and external resources to achieve greatest possible cost/benefit ratio. Act as the primary contact for specific programs. Provide expertise and guidance to the management team to ensure that all social and legal responsibilities for protecting employees and the public are fulfilled through appropriate policies and programs or specific recommendations.
Duties and Responsibilities
  • Program Management Skills. Develop and manage specialized and large scale projects. Provide lead capacity to ensure projects are managed to minimize risk and liability to the company. Act in a lead capacity to establish and provide guidance and work direction to cross function teams to address advanced safety and health projects. Develop project scope, deliverables, goals, objectives, execution, and close out reporting. Establish contracts for industrial hygiene firms and abatement contractors. Monitor contracts and contractor performance to ensure performance meets company standards. Provide tools and advanced tactics to clients for specialized and complex issues to lead to improved safety performance.
  • Regulations and Compliance. Provide guidance and recommendations on litigated cases and complicated safety and health issues. Represent the company at regulatory hearings or meetings. Provide written or oral testimony to agencies on safety and health issues. Work with internal counsel to review and interpret proposed and final state and federal rules, regulations, and laws to determine appropriate course of company action for compliance. Submit comments to regulatory agents as well as develop appropriate programs and procedures for compliance.
  • Technical Expert. Oversee hazard and risk assessment to evaluate operations or potential employee exposures. Identify, evaluate, sample, gather and analyze data. Develop scope of work and manage contracts of outside consultants to ensure health assessments are conducted according to industrial hygiene standards and company policies. Develop sound solutions to specialized technical problems.
  • Presentation, Interpersonal Skills, and Conceptual Skills. Provide guidance and work direction to project team members. Debrief team to establish lessons learned. Develop and maintain a strong partnership among client organizations to identify and prioritize safety and health needs. Proactively consult with clients to diagnose and analyze safety and health related problems or needs. Recommend and advocate proactive solutions when appropriate. Maintain management and stakeholder support of the safety and health function. Apply business skills to manage complex safety and health programs. Link safety and health programs to Sempra Energy Utilities (SEU) strategic plans/objectives. Provide cost benefit analysis for recommended solutions. Represent the company with policy and regulatory issues. Analyze evaluation data, report findings, and make appropriate recommendations to stakeholders based on available information and best practice standards. Analyze the characteristics of existing and emerging safety and health technologies and their use in an occupational environment. Assess benefits of existing and new technologies. Specify the capabilities of existing and emerging technologies to enhance existing safety and health programs and minimize occupational risks. Provide presentations to all levels of employees (Senior management to front line employees). Develop communication documents to inform employees and the public about safety and health related issues. Maintain strong client relationships and act in proactive manner to minimize risks to the company. Provide tools, training and tactics to clients, which lead to improvement of their safety performance.
  • Perform other duties as assigned (no more than 5% of duties).

Education
  • Bachelor's Degree Industrial hygiene, environmental health, biological or physical science, engineering, related field or equivalent training and experience. Required
  • Master's Degree Advanced degree in Industrial hygiene, environmental health, biological or physical science is desirable. Preferred
Experience
  • 8 years of industrial hygiene experience in construction, chemical, and/or industrial operations is required. This should include:
  • 3 years of experience with statistical analysis tools and methods for evaluating training needs and effectiveness is required.
  • Experience in energy utility is highly desirable.
  • Project planning and project management experience, including developing project scope, deliverables, goals and objectives is preferred.
Knowledge, Skills and Abilities
  • Strong written communication skills are required to edit and evaluate technical materials, training presentation materials, and coursework of all types. Advanced
  • Project planning and management skills essential for the numerous team projects. Advanced
  • Creative and conceptual skills required to grasp a myriad of ideas and problems and create solutions using theories and concepts. Intermediate
  • Advanced interpersonal skills needed for negotiation, counseling, team leading, interviews, and presentations. Advanced
  • Ability to apply Advanced Safety and Health Management techniques (incl. Analytical and Regulatory knowledge), Industrial Hygiene practice and principles. Advanced
  • Strong verbal and presentation skills are required. Advanced
  • Ability to apply consultative and conflict Management skills. Intermediate
  • Strong leadership skills needed. Intermediate
Licenses
  • Certified Industrial Hygienist (CIH) certification in Comprehensive Practice by the American Board of Industrial Hygiene is required.
