Snoqualmie Indian Tribe is Hiring a Childcare and Services Program Coordinator (Internal and Tribal Candidates Only) Near Snoqualmie, WA

Description

The Childcare and Services Program Coordinator assists federally recognized tribal low-income families to obtain and maintain childcare assistance, which allow families to work or attend training and education programs. This position helps tribal families applying for childcare assistance to determine eligibility through program intakes/interviews and data/document collection, and calculates relevant financial data including parent co-pay and subsidy levels. Determine eligibility of potential facilities to ensure that childcare providers have required licenses, certifications, and meet provider eligibility requirements.

Essential Duties:

  • Oversee the Child Care Development Fund (CCDF) program and ensure compliance with tribal, federal, state, and local regulations.
  • Maintain records and file narrative/demographic annual reports for the 3 grant awards that are received annually.
  • Oversee and develop programs for any additional Federal funding awarded through ACF, including CARES, CRSSA, and American Relief
  • Coordinate services with department staff and serve as primary resource for families referred by ICW and other Tribes.
  • Develop, identify, and maintain working relationships with community referral sources, and provide community information about CCDF program and processes. 
  • Advocate for and assist families in identifying, assessing, and coordinating formal and informal resources to meet family concerns.
  • Provide development assessments of children in program to ensure proper placement into programs.
  • Process monthly stipends to parents that are approved for the general welfare childcare program.
  • Direct, guide, and coordinate between Tribal and non-Tribal resource programs to aid enrolled Tribal members to become knowledgeable of available services. 
  • Plan, organize, and oversee various benefit programs of the Snoqualmie Indian Tribe related to eligible Tribal members. 
  • Advise families and facilities on program rights, responsibilities, and obligations. 
  • Administer the Snoqualmie Tribe Baby Corner program and work with the non-profit Eastside Baby Corner on the needs of program participants. 
  • Oversee and process Child Care and Development Fund mini-grants for child care providers and child care grant families. 
  • Oversee and process healthy and safety requests for Child Care and Development Fund childcare providers and childcare families.
  • Assisting Tribal members to determine if the Tribe’s General Welfare childcare program or the childcare development fund program best fits their childcare needs. 
  • Assist with any event that involve General Welfare childcare participants.
  • Ensure proper management of program records, compliance and timely submittal of complex reports, statistics, correspondence, lesson plans, budget preparation, and other program-related information. 
  • Collect data and prepare reports for funding agencies.
  • Review and evaluate department activities to ensure compliance with Tribal, federal, state, and local regulations. Remain knowledgeable in federal and state early childhood and childcare guidelines.
  • Program planning, policy development, and/or inter/outer-agency coordination related to resources available to Tribal members. 
  • Analyze trends in the program to identify issues and develop recommending solutions. 

Additional Duties:

  • Assist the General Resources Manager in Tribal event planning throughout the year as requested.
  • Advise and inform other Tribal staff and departments about program services and activities. Attend staff meetings.
  • Represent the Snoqualmie Tribe at appropriate conferences, workshops, and meetings and share program and services information with individuals and community organizations
  • Responsible to verify eligibility and ensure confidentiality. 
  • Work with parents to transition developmentally ready children from childcare to an early education facility or program. Advise parents on facility activities, policies, and enrollment procedures.
  • Perform general administrative duties such as answering phone calls and emails and responding to inquiries. Maintain program records and information.
  • In collaboration with education facilities or programs, may discuss child's behavioral or learning problems with teaching staff and recommend methods of modifying inappropriate behavior and encouraging learning experiences.
  • Process monthly birthday stipends to Tribal elders along with issuing birthday cards and elder blankets.
  • Oversee the Funeral Attendance assistance program and ensure program compliance with the current Funeral Attendance Assistance policy.
  • Work with program facilities to ensure nutritional and quality of meals served in all programs.
  • Coordinate Tribal members Veterans shipments along with assisting building Tribal member Veteran list.
  • Attend Veterans Affairs trainings along with Tribal Veteran Service Representative Trainings.

Requirements

  • Ability to work in a team environment and provide collaborative assistance.

  • Excellent customer service skills, including written and verbal communication. 
  • Demonstrated ability to communicate with diverse populations in a courteous, helpful, and clearly understood manner.
  • Strong organizational skills and accuracy with attention to detail.
  • Ability to maintain confidentiality and use tact and discretion.
  • Proficiency with Microsoft Office programs. 10-key and minimum 45 WPM.
  • Knowledge of state and federal childcare regulations and administration of child development centers, preferred.

Education & Experience:

Education Required:

  • Bachelor’s degree in Education, Psychology, or Social Services. 

Experience:

  • Experience in early education preferred, including working with principles and practices of education of young children, childhood curriculum design, and developmental and special education issues and related resources and services.
  • Two or more years’ related experience monitoring and working with grants and budgets required.
  • Previous experience working with young children, community resources, and a CCDF grant/program required.
  • Previous work experience with tribal resource programs and/or tribal government required.

Certifications/Licenses:

  • Valid and unrestricted Washington State driver’s license required.
  • Current CPR/1st Aid card (must obtain before start of employment).
  • Must be willing to attend Tribal Veteran Service Officer Accreditation courses through the WA State VA, to obtain certificate.

Other Requirements:

  • Must be able to pass a thorough pre-employment background investigation. 
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.

Work Environment:

The work environment includes an office environment in a controlled atmosphere building, with a travel requirement of up to 15% of a given month using a GSA vehicle.

Tribal Preference:

The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.

Additional Information:

  • Hourly, compensation will be determined based on experience and starts at $34.28 per hour.
  • This position is a regular full-time position and employment is at will.
  • This position is currently open to internal and tribal member candidates only.
