Skagit County operates a Transfer Station, Street Waste Facility, and Household Hazardous Waste Facility at 14104 Ovenell Road, as well as the Sauk Transfer Site and Clear Lake Compactor Site. This position is responsible for direct and indirect supervision of the day-to-day operations at all 3 sites, supervise staff, and assist the Solid Waste Division Manager with training, maintenance, and safety programs. - Salary upon hire is $37.98 to $40.68 per hour (step 1 through 3) depending upon qualifications. - Progressive increases are based upon years of service with Skagit County, up to step 10 (top step is $50.53/hr.). The Transfer Station Manager (Public Works) is Range 17 of the Non-rep salary schedule.
EXAMPLE OF DUTIES
Oversees the day-to-day operations of the Transfer Station in compliance with departmental and state guidelines. Oversees safety protocols at Solid Waste Facilities. Facilitates compliance with departmental, state, and federal guideline and policies. Support the development of new safety-related policies and programs. Monitor and assess hazardous or unsafe conditions/situations in the workplace and develop measures to assure personnel safety. Regularly consults with Risk Management regarding safety program initiatives. Plan and host regular safety meetings. Coordinate with the Solid Waste Operations Division Manager and Risk Management to ensure the necessary scope and budget for safety-related improvements, maintenance and repairs, and training. Oversees staffing schedule, approves leave slips, and schedules personnel as appropriate with the current AFSCME agreement with Skagit County. In coordination with the Solid Waste Division Manager promotes teamwork and provides effective communication to solid waste staff. Is responsible to addresses and reconcile personnel issues, initiate documentation, and implement disciplinary actions. Participate in the selection of new employees and provide initial orientation and on-the-job training. In Coordination with Solid Waste Division Manager, will assist with setting performance expectations as needed and conduct performance evaluations to guide the development of employees and provide a record of performance. On daily basis, connect with staff and hold regular safety meetings with the entire crew. Oversee the proper maintenance, repair, and replacement of equipment for Transfer Station Operations. Recommends priorities to ERR maintenance staff. Oversee appropriate contracts and vendors to conduct repairs and maintenance to Transfer Station equipment. Plan and prepare for routine and preventative maintenance programs, and oversee the maintenance and repair of the compactor, equipment and other hydraulic, electrical, and mechanical systems at the Transfer Station. Coordinate with the Solid Waste Division Manager and Equipment Staff for contracted maintenance and repair with vendors. Create and maintain a work order system, inventory of spare parts and equipment, and repair/maintenance schedules and records for Transfer Station equipment that is not covered by ERR. Respond to complaints, inquiries, and requests for information from other departments or the public in a courteous manner and provide information within scope of knowledge and authority. Procures necessary operation and maintenance supplies, equipment, and utilities.Assists in developing operational procedures, standards, and goals. Assists in recommending appropriate and cost effective capital improvements. Write technical specifications for service contracts and procurement of materials. Assists with the preparation of the Solid Waste annual budget, ensures compliance with same and reports to management on financial efficiency. Supervisory: This position has direct supervisory functions over many part-time and full-time employees. This position will prioritize, direct, and evaluate the work of the solid waste staff. OTHER JOB FUNCTIONS: Regularly monitor and respond to county email and attend internal and public meetings as assigned. Respond to after-hours emergency calls and dispatch staff or repair vendors as appropriate. May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description but are within the general occupational series and responsibility level typically associated with the employee's classification of work.
