GENERAL SUMMARY/BASIC PURPOSE OF JOB:

This position is responsible for serving as a key intermediary between all of the key functions and departments under the Care Transformation, Care Continuum, and Clinical Excellence and Medical Affairs division including but not limited to Quality Transformation, Infection Control, Clinical Analytics, Patient Safety/Relations & Regulatory, Care Management, Clinical Excellence & Informatics, Patient Transfer & Navigation Center and Medical Affairs. This position works effectively manage and coordinate the business operations for the Care Transformation, Continuum, and Clinical Excellence division in order to eliminate preventable harm, to attain unsurpassed clinical and patient-reported outcomes, and build hospital-wide participation through transparency, collaboration, and mutual learning. The Operations Manager works in partnership with senior leadership, clinical and operations leadership and medical staff leadership to achieve targeted goals and performance expectations. Responsible for the program management and leadership of key system-wide initiatives that serve as building blocks for the transition to value based care and population health, including ensuring best outcomes to strengthen the SHS brand, developing and leading implementation, evaluation, and adherence to regulatory requirements and accreditation standards. Champions and leads key initiatives under autonomous circumstances and provides project management for various assigned areas as assigned by System Chief Operating Officer, System Chief Medical Officer/VP of Medical Affairs, and System VP, Care Transformation & Clinical Excellence.

ESSENTIAL FUNCTIONS AND DUTIES:

  • Serves as a key intermediary between all of the key functions and departments under the Care Transformation, Care Continuum, and Clinical Excellence and Medical Affairs division including Quality Transformation, Infection Control, Clinical Analytics, Patient Safety/Relations & Regulatory, Care Management, Clinical Excellence & Informatics, Patient Transfer & Navigation Center and Medical Affairs.
  • Provides direct daily operations management for the Care Transformation, Care Continuum, and Clinical Excellence and Medical Affairs division including all Human Resource and budget- related functions.
  • Manages and coordinates the hiring process and work with executive leaders from beginning to end within the division; schedules panel interviews and leads the onboarding of new staff. Manages the off-boarding of divisions’ staff.
  • Champions and leads key initiatives under autonomous circumstances and provides project management for various assigned areas as assigned by System Chief Operating Officer, System Chief Medical Officer/VP of Medical Affairs, and System VP, Care Transformation & Clinical Excellence.
  • Oversees all activities to ensure goals and objectives are met as outlined by timeline. Responsible for developing a work plan to achieve project goals.
  • Manages the monthly financial analysis of all contractual agreements and ensures all contractual invoices are paid in a timely manner.
  • Manages, submits, and tracks all invoices, Purchase orders, and check requests and collaborates with finance, purchasing, and Disbursement department.
  • Monitors, reports, and manages the financial management activities pertaining to the preparation of the annual departmental budgets, including operating and capital expenditures. This includes tracking expenses and providing a financial analysis and provided reports to System COO, System CMO and System VP of Care Transformation & Clinical Excellence.
  • Manages, creates, and organizes the presentations/prep materials for the Care transformation, Care Continuum, Clinical Excellence division. Responsible creating the presentation materials to be presented to the Sinai Health System Board Quality & Safety Committee.
  • Facilitates and communicates internally with all individuals participating in projects, communicates externally with individuals or agencies that may have an impact on a project.
  • Consults with department leaders within the care transformation, care continuum, clinical excellence division in planning and executing projects when appropriate.
  • Develops and updates templates using internal best practices and/or national outstanding models (benchmark practices) to ensure the institution’s programs within the care transformation, care continuum, and clinical excellence division are meeting and exceeding compliance with CMS, Joint Commission, HFAP, and other regulatory/Quality accreditation standards.
  • Organizes, performs and participates in mock site visits to ensure survey readiness and operationally facilitate and work with executive leaders/management during Regulatory, Patient Safety, Quality Improvement sectors for IDPH, Joint commission, CMS site visits. Serves as the accountable operations manager during the regulatory/accreditation surveys. Will ensure organizational preparation including preparing senior leadership and board, provide tools, education, and best practices for compliance with regulatory requirements, accreditation standards and certifications.
  • Manages and facilitates the various programs for Institutional Quality Improvement and Patient Safety projects. This includes tracking of the projects, courses, and providing the resources for the various projects. Collaborates and participates in the areas of Patient Safety, Regulatory, Quality, as required and operationally collaborate with leaders within SHS, medical staff on projects to improve regulatory, care transformation, quality improvement, and patient safety across the health system.
  • Serves as the primary point of contact and liaison for direct operations management with other internal department areas, executive leaders/management level, and external institutions and agencies on a range of specified issues; organizes and manage the facilitation of meetings, conferences, and other special events.
  • Interfaces with internal and external vendors/contractors, including serving as the primary liaison and point person.
  • Responsible for planning, developing, and driving the implementation of clinical and operational daily management of care delivery process improvement, cultural transformation, performance measurement in partnership with patient care design, clinical data analytics and informatics.
  • Provides leadership to the organizational development of assigned programs and initiatives within the care transformation, care continuum, clinical excellence division.
  • Collaborates with department leaders with the development of best-in-class systems, policies, and process required for maximum efficiency and consistency across the division and SHS organization, as assigned.
  • Enforces departmental policies, procedures, and reviews, including annual reviews and updates with departmental staff. Aides and manages the preparation of manuals and guidebooks covering all phases of the divisions’ operations for use by employees.
  • Collaborates with accounts payable to assure all payroll records and timecard completion for the entire division. Responsible for tracking and performing data analysis and provide various reports to each leader.
  • Oversees and leads training logistics and facilitation, evaluation, reporting, and quality assurance for various assigned programs within the Care transformation, care continuum division.
  • Prepares budget reports and manages the care Transformation’s contract database, closely monitor and prepare financial reports and analysis for multiple departmental budgets within the division.

MINIMUM EDUCATION:

  • Bachelor’s Degree in Healthcare related field highly desirable or Associate Degree in a Healthcare related field Required

MINIMUM WORK EXPERIENCE:

  • Minimum of 5-8 years’ experience in a clinical setting with demonstrated improvement and operations management skills. 
  • Demonstrated experience in operations management, quality, safety, regulatory, performance improvement and principles/practices (i.e. rapid cycle improvement, Six Sigma, Lean, A3)
  • KNOWLEDGE & SKILLS:
  • Proficient computer skills with extensive experience using various software application such as MS Excel, Word, Access, PowerPoint; relational database structures and reporting software.
  • Experience with clinical/healthcare software applications preferred
  • Demonstrated ability to manage projects; ability to instruct others effectively; display, analyze, and explain data to individuals with varied levels of understanding and abilities; and experience with collaborative measures across a health system
  • High degree of creativity problem solving and must be self-directed.
  • Knowledge of federal and state laws and regulations and accreditation standards, including CMS, Joint Commission, HFAP, CARF, other
  • Systematic thinking with demonstrated ability to lead/manage change initiatives
  • Experience and knowledge of an urban safety-net environment strongly preferred
  • Self-directed and results-oriented, demonstrating initiative and follow-through
  • Strong process design skills and ability to systematically execute on that design
  • Ability to drive projects from inception to completion.
