The Human Resource Consultant Assistant 1 (HRCA1) position performs a variety of paraprofessional, technical and clerical support duties within established human resource guidelines, rules, policies, and procedures related to various College employee groups.

This position provides front desk reception during regular business operating hours and serves as the main point of contact for HR inquiries explaining and applying complex policies / procedures related to HR functions.

Other responsibilities include but are not limited to updating employment materials, entering / updating temporary staff positions, maintaining office supplies, tracking budget information, and providing technical / clerical support to other HR staff members.

This position reports to the HR Manager.

Essential Job Duties :

  • Serve as the first point of contact for HR
  • Review hourly / student employment materials for completeness and enter into HR / Payroll System (Peoplesoft)
  • Respond to inquiries / requests received in person, on the phone, and via HR inbox emails
  • Prepare, route, and track invoice vouchers
  • Update College org chart quarterly, and Employee Changes document once per month
  • Draft resignation response letters, route for President's signature and disseminate final copies
  • Coordinate remote hire agreements with outside colleges / universities
  • Serve as the HR representative on committees as assigned

Qualifications

Required Education & Experience :

  • Three (3) years of office experience including at least six (6) months experience in a human resource or related setting; OR
  • Equivalent education / experience

Knowledge Of :

  • Microsoft Office Access, Excel, Outlook, PowerPoint and Word programs
  • Peoplesoft or other equivalent HR System
  • Automated tracking systems and manual / electronic filing systems upkeep
  • General human resource rules, policies, and procedures (FERPA, HIPAA, Title IX, FMLA, PFML, etc.)

Skill In :

  • Fostering a climate of equity and belonging through multicultural awareness and responsiveness
  • Time management, organization, and ability to meet competing deadlines / priorities
  • Receiving, processing, and ensuring the accuracy of various HR documents and records
  • Handling difficult and sensitive situations, using sound independent judgment within College / legal guidelines
  • Writing / editing / proofreading clear and concise materials resulting in effective oral and written communication with individuals inside and / or outside of the College
  • Proactive customer service to establish / maintain effective working relationships at all organizational levels
  • Maintaining confidentiality / composure in a busy office setting with frequent in-person interactions
  • Communicating complex HR policies / procedures effectively in both oral and written English
  • Responding to HR inquiries, scheduling appointments and meetings, taking meeting minutes, creating / revising department forms, and composing letters, reports and other documents
  • Ability to work with individuals with diverse needs in a friendly, courteous and helpful manner

Conditions of Employment

Physical Work Environment :

The College is currently providing services in a mixed modality of operations (both online and in-person services are offered), however this position routinely works on campus full-time.

This position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus, ability to communicate in person or through appropriate means.

Please note, there may be limited opportunities for online work depending on area needs. If authorized for online work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs.

Terms Of Employment / Salary :

This position is allocated to pay range 35, under the Washington State Office of Financial Management higher education salary schedule.

Salary placement for new employees is determined by the College. This position works 40 hours per week, with schedule dependent upon department needs.

Hiring of this position is contingent on available funding as determined by the College President.

PART-TIME FACULTY POSITIONS

A part time faculty member becomes eligible for benefits at the beginning of the second consecutive quarter of half time or more employment at one or more Washington state institutions of higher education.

Spring and fall quarters are considered consecutive quarters for benefits eligibility. Half time is determined based on each institution's definition of full time.

A part time faculty member must qualify each quarter they teach to maintain eligibility. Once eligible, part time faculty will be notified of their benefit and retirement options.
