The eLearning Services department is part of the Learning Resources Division that includes Classroom Support Services, Continuing Education, and Campus Rentals. The team provides services to students, staff and faculty including technical support and training, instructional design support, student success navigation, Continuing Education classes and much more.
The Program Specialist 3 (Learning Management System Specialist) is responsible for providing technical support of all eLearning educational technology and is under the general supervision of the Director for eLearning Services. Primary responsibility is focused on the online learning management system (LMS), currently Canvas, and includes regular configuring, maintaining, modifying, testing, operating, and troubleshooting based on quarterly college needs and monthly software updates.
ESSENTIAL JOB DUTIES:


  • Administers the learning management system (LMS):
    • Manages the local application, tests and troubleshoots the LMS - ctcLink integration including creation and maintenance of specialized ctcLink groups. Coordinates with the State Board of Community and Technical Colleges to troubleshoot complex issues as needed.
    • Tests interfaces between the College’s LMS and related applications integration with other systems in both preproduction and live production environments.
    • Runs reports and analyzes Canvas Data based on application programming interface (API) calls and the needs of the college.
    • Responsible for awareness, assessment, local editing, and testing of custom HTML/XML code in Canvas and maintaining/ troubleshooting issues with this coding as needed, particularly after the monthly Canvas updates.
  • Administers other eLearning educational technology:
    • Administers, configures, maintains, modifies, tests, operates, and troubleshoots other eLearning education technologies including:
      • Lecture capture (currently Panopto);
      • Digital accessibility compliance (currently Ally); and
      • Other educational technology integrated into the LMS including but not limited to, Atomic Search, SmarterMeasure, CidiLabs, Badgr, Labster, and remote proctoring tools such as Honorlock, ProctorU, and ExamSoft. Facilitates faculty requests to integrate at least 7 brands of publisher learning management systems and materials into the LMS each quarter.
  • Provides front-line technical support for students by identifying, researching, troubleshooting and resolving issues with the LMS and all other educational technologies, via email, phone, remote access and ticketing system.
  • Monitors emerging technology tools and how they are being implemented in academic settings; and makes decisions critically and strategically in the adoption of new technology.
  • Participates in professional development opportunities and provide relevant, ongoing updates and recommendations to educational technology offered by eLearning Services.

Qualifications

REQUIRED EDUCATION & EXPERIENCE:

  • Bachelor’s degree from an accredited institution
  • Two (2) years of experience with planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government
  • Education/Experience may substitute year for year
KNOWLEDGE OF:
  • Learning Management System (LMS) administration in education or other field
  • HTML/XLM code
  • Application Programming Interface (API) calls with Canvas Data
  • Microsoft Office applications such as Word, Outlook, Excel, PowerPoint, and Teams
  • Learning management and web conferencing systems within Microsoft/Mac operating systems
  • Techniques for effective presentations and communication in a multicultural environment

Conditions of Employment

PHYSICAL WORK ENVIRONMENT:
The College is currently providing services in a mixed modality of operations (both online and in-person services are offered). This position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus, ability to communicate in person or through appropriate means. Please note, there may be limited opportunities for online work depending on program or area needs. If authorized for online work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs.
TERMS OF EMPLOYMENT/SALARY:
This position is allocated to pay range 53, under the Washington State Office of Financial Management higher education salary schedule. Salary placement for new employees is determined by the College. This position works 40 hours per week, with schedule dependent upon department needs. Hiring of this position is contingent on available funding as determined by the College President.
