Operations and Maintenance Division

For over 25 years, Shimmick has been a full-service operations and management services provider with extensive experience in tolling, airports, and transit systems. The O&M division partners with clients to deliver turnkey solutions that are accountable, innovative, technology-infused, with a focus on quality, continued improvement, efficiency, and creating an excellent customer experience.

Responsibilities

The Transportation Manager is a salaried Exempt position and will report directly to the Train Masters and Transportation Superintendent. Will act as direct Manager to all Clerks, Line Supervisors, Controllers, and Lead Controllers. Candidate must demonstrate the ability to work calmly under pressure and to be decisive during service delays and/or emergencies.

Responsibilities include but are not limited to:

  • Manage the daily field operations of the Line Supervisor, Controller, and Lead Controller personnel.
  • Ensure Supervisor personnel complete the required amount of monthly safety and efficiency checks.
  • Ensure electronic files of investigation reports and photos are forwarded to both the Superintendent of Transportation and Director of Rail Operations.
  • Ensure motor vehicle logs are completed on a monthly basis for those vehicles assigned to the Transportation Department.
  • Direct and coordinate support of staff, bus and LRT vehicles for special events, special projects to include scheduled and unscheduled outages with the Superintendent of Transportation and the Director of Rail Operations
  • Responsible for overseeing and managing the safe and efficient delivery and documentation of transportation services, systemwide, from the Operations Control Center (OCC)/20 Office, during his/her tour of duty. This includes devising and implementing service-recovery strategies in the event of disruptions to normal train schedules and working cooperatively with OCC and field personnel in their execution and initiating incident/accident investigations.
  • Responsible for managing the removal and restoration of traction power from the OCC.
  • Responsible for ensuring all OCC staff members perform their duties properly.
  • Performs managerial and administrative duties related to the OCC and its staff.
  • Ensures the safe adherence of HBLRT trains to pre-arranged and/or emergency schedules.
  • Ensures and/or helps to provide immediate internal and external notifications in case of accidents, incidents, or other unusual occurrences.
  • Coordinates with the Lead Controller and Controller and all other affected parties prior to removing and/or restoring traction power.
  • Directs the Lead Controller and Controller to apply and remove prescribed blocks to his/her controls to safeguard areas of track where power has been removed or which are otherwise out of service.
  • Directs the Lead Controller and Controller to have appropriate Transportation supervision respond to an incident site to act as TFCRC site coordination, and/or to assist in the provision of alternate service and service recovery.
  • Coordinates with Train Masters, Transportation Managers, Lead Controllers, Controllers, Train Operators, and others to devise and/or implement restoration-of-service strategies following train delays or other interruptions of service.
  • As required, keeps the Superintendent of Transportation and other management informed during emergencies or other abnormal operating situations.
  • Directs the Lead Controller and Controller to have appropriate Transportation supervision conduct initial incident/accident investigations, make a verbal report of findings to the OCC, and submit a written report to the Superintendent of Transportation.
  • Train new employees, including those promoted to Controller and Lead Controller.
  • Assist in interviewing Line Supervisor, Controller, Lead Controller, Operators, and Clerk position applicants
  • Recommend the hiring and rejection of applicants who apply for a position within the Transportation Department.
  • Issue disciplinary action (or recommend disciplinary action) for misconduct by Transportation Department employees, including supervisory employees.
  • Monitor employees to ensure compliance with Company policies and procedures.
  • Assist the Clerks, Line Supervisors, Controllers, and Lead Controllers in determining the techniques that should be used when a train or platform experiences issues.
  • Direct the Clerks when to perform job duties such as making phone calls, publishing train notifications, relaying platform announcements, and completing paperwork.
  • Manage the control center.
  • Evaluate and appraise the work of the Line Supervisors, Controllers, Lead Controllers, Operators, and Clerks for advancement, promotion, or retraining.
  • Recommend the termination of poor performing employees, including Clerks, Line Supervisors, Controllers and Lead Controllers.
  • Organize workflow of employees in the Transportation Department, including Clerks, Line Supervisors, Controllers and Lead Controllers.
  • Ensure that Clerks, Line Supervisors, Controllers, and Lead Controllers understand their duties and delegated tasks.
  • Monitor Clerks, Line Supervisors, Controllers, and Lead Controllers’ productivity and provide constructive feedback and coaching.
  • Maintain employees’ timekeeping records.
  • Prepare and submit performance reports.

Qualifications

Minimum Requirements:

  • High School Diploma or educational equivalent (GED).
  • A minimum of 2 years’ experience in the Rail industry or 2 years of management experience in the Transportation industry.
  • Candidate must possess a valid Driver’s License, without any suspensions or moving violations within the last three years. A Certified Driver’s Abstract is required to validate driving record.
  • Must qualify in all aspects as it pertains to the Operations Control Center (20 office).
  • Must qualify, as well as keep status, to operate a Light Rail Vehicle (LRV). LRV training will be provided on the job.
  • Must be willing to work variety of rotating shifts for extended hours.
  • Demonstrated desire and aptitude to learn, a good attitude, ability to work and train others, and leadership potential are mandatory requirements.
