Under the general direction of the County Board and day-to-day direction of its designee (Administrator), the Appointed Auditor/Treasurer is responsible for directing the development, planning, management, coordination, and delivery of taxation functions, license center operations, elections, payroll function, investments, accounts payable and receivable, annual audit preparation and all other enterprise-level financial matters. This position has wide latitude in independent action and high-level decision making.
This is an appointed position serving a limited term from July 10, 2024 through January 5, 2027.Develops and recommends policies and procedures to maximize the County’s fiscal management practices, including investments, and both annual operating and capital revenues and expenditures.
Manages collection, tracking and reporting of current and delinquent real estate, manufactured homes, and personal property taxes, Mortgage Registration and State Deed Tax, County Drainage Ditch Assessments, and Gravel Tax.
Oversees management of tax forfeited land, including public and private auctions and repurchases; determines eligibility to repurchase tax forfeited property; and obtains County Board approval for property forfeiture responsibilities, as appropriate.
Oversees county-wide payroll functions and services.
Assists with coordination and implementation of countywide insurance, health, safety, and risk management programs and activities.Plans, organizes, and directs operations and activities related to county, state, and federal elections, in accordance with MN Statutes.
Develops and oversees annual and capital budgeting for the Auditor-Treasurer, Elections, and Debt Service activities and funds.
Administers Driver’s License, County Liquor, tobacco and other required licenses.
Performs supervisory duties, including but not limited to: Training, scheduling of personnel, interviewing, conducting performance evaluations and recommending disciplinary action.
Develops and maintains respectful and cooperative working relationships; participates in and contributes to countywide leadership efforts; and leads select countywide initiatives and projects, as needed and directed.Requires a valid MN driver’s license or evidence of equivalent mobility.
Knowledge, Skills and Abilities Required
Knowledge of standards, principles, practices, methods and techniques of public and government accounting systems and financial management.
Knowledge of State Statutes and Election Laws.
Knowledge of local government organization and departmental operating requirements.
Excellent oral and written communication skills.
Strong communication skills to effectively work with elected officials, taxpayers, auditors, and employees.
Ability to make sound and timely decisions based upon analysis, experience in the field, and good judgment.
Ability to be non-partisan.
