Position: Community Engagement Manager

The Town of Pendleton is inviting qualified professionals to submit resumes for the position of Community Engagement Manager. The Community Engagement Manager will be responsible for communication and branding, community outreach and guiding our town-wide events efforts. This position is responsible for developing, facilitating, implementing, and documenting the Main Street Program under state and national standards. The Community Engagement Manager is also responsible for coordinating all economic development interests, downtown promotional activities, special events, and grant applications. This position will have the opportunity to positively impact the Community while shaping the future of the Town of Pendleton.

The Manager must be entrepreneurial, energetic, creative, organized, and capable of functioning effectively in independent situations. The Manager must possess excellent communication skills and be able to develop and maintain positive relationships.

SUPERVISION RECEIVED
Works under the general supervision of the Town Administrator and Assistant Town Administrator.

SUPERVISION EXERCISED
Volunteers assisting with various programs and events.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Expands public engagement opportunities, maintains the Town’s website and social media sites, facilitates parks and recreation information dissemination, initiates/coordinates the Main Street Program, and plans and coordinates community special events to include: the development and marketing of a calendar of events, purchase of event supplies, event set up and take down, and working with other town departments and partner agencies to implement special events that cultivate economic impact and increase the visibility of the downtown. Events include, but are not limited to, Farmers Market, Summer Concert Series, Fall Festival, Christmas Tree Lighting, and Christmas Parade.

Communication and Branding activities include but are not limited to:

  • Maintaining the Town’s website to market downtown and communicate with residents and visitors and working with other staff to keep social media updated.
  • Redesigning and deploying the Town’s social media presence.
  • Facilitating a new Pendleton app design to include parking, parks, and trails information.
  • Overseeing the addition of a wayfinding directory to the Square.
  • Coordinating the liaison system established to facilitate communication with community groups, HOA’s, businesses, and schools.
  • Maintaining and deploying the Town’s slogan and branding material such as taglines and logos together with associated fonts and colors.
  • Facilitating additional parking downtown and surrounding area to include way-finding signage and lighting.
  • Facilitating installation of town signage on Hwy 76 and Hwy 187 and newly annexed areas as needed.

Main Street Program and Community Outreach activities include but are not limited to:

  • Coordinating the implementation of the Main Street Program and identifying potential short and long-term economic development opportunities.
  • Continuing the events on the Square: Summer Concerts, Farmers Market, Fall Festival, Christmas Tree Lighting, Christmas Parade, etc.
  • Taking on a contemporary marketing communication style for regular Town business, information campaigns, special programming, economic initiatives/revenue-generating functions, and community-wide events.
  • Implementing marketing strategies that will encourage business development and retain existing businesses.
  • Speaking to various community and civic groups to promote the downtown area and create a community atmosphere.
  • Working in consultation with code enforcement and planning staff on downtown development and revitalization efforts.
  • Working with local organizations to undertake joint activities such as promotions, seasonal festivals, advertising, business recruiting, retail activities, and more with the goal of improving the quality and excitement of events to attract people downtown.
  • Processing the Town’s special event applications and issuing special event permits.
  • Identifying all traditional and nontraditional recreational facilities/programs in the immediate and surrounding areas (Anderson, Pickens and Oconee Counties) and posting important information regarding use/access on the Town’s website.

Working flexible hours, including some weekends and evenings.

Performing general office duties and maintaining all office supplies.

Performs other related duties as required.

DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A) Bachelor’s Degree in Economics, Public Administration, Public Relations, Marketing, Business Administration or related field;
(B) Five (5) years of experience in municipal economic development, public administration, marketing, community relations, or related field;
(C) Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Main Street program experience preferred.
(D) Experience with a public sector or governmental agency dynamics is a plus.

Necessary Knowledge Skills and Abilities:

  • Working knowledge of computers and electronic data processing, modern office practices and procedures, and governmental accounting principles and practices.
  • The ability to work with a variety of individuals; business/property owners and volunteers.
  • Experience in public administration, economic development, design, or related fields.
  • Experience in managing, directing, or coordinating in the field of downtown revitalization.
  • Nonprofit management or program management experience.
  • Ability to carry or transport materials from office to vehicle to event sites and ability to set up or coordinate physical arrangements as needed.
  • The ability to seek funding and sponsorships for various programs and events.

SPECIAL REQUIREMENTS
Must possess a valid SC driver’s license or the ability to obtain one within six (6) months of start date in this position.

TOOLS AND EQUIPMENT USED
Computer including word processing and accounting software; basic office equipment such as copy and fax machines; motor vehicle; various other software applications as required.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to finger; handle, feel or operate objects, tools or controls; and reach with hands and arms.

The employee must occasionally lift and/or move up to 25 pounds.

Specific vision abilities required by this job include close vision and the ability to adjust focus.

Pay info: Minimum yearly salary range from $48,960 to $73,440 with a starting salary range of $51,500 to $62,500 along with a great benefits package.
