Description

ORGANIZATION: SHELTER, Inc. is an independent, community-based non-profit organization created in 1986 to lead the effort to eliminate homelessness. We currently operate in Contra Costa, Solano and Sacramento counties.

MISSION: To prevent and end homelessness among low-income, homeless, and disadvantaged families and individuals by providing housing services, support and resources that lead to self-sufficiency.

JOB TITLE: Compliance Specialist

WORK LOCATION: Main Office – Concord

STATUS: Non-exempt/Full Time

TEAM: Property and Housing

REPORTS TO: Director of Property 

SUPERVISES: None

Summary: Primary responsibilities include, but are not limited to, collecting and reviewing all initial, annual, and interim certifications within the 120 day period for a small portfolio. Maintaining all original documents for stakeholder reviews. Submitting monthly HUD vouchers for payment along with reviewing EIV reports and collecting monthly compliance EIV required reporting manual.

Aid in completing compliance monitoring reports by alerting staff of the monitoring and inspections along with collecting staff responses in a timely manner.

Completing monthly rent reports for occupancy, payment and rent collections.

Responsibilities

  • Minimum two years’ experience in reviewing applicant/resident file through compliance to meet and exceed government agency regulations and program compliance
  • Monitor Rental Assistance/Subsidy availability, Minimum set-aside, Unit Income targeting percentage for tax credit units and HUD unit income targeting requirements
  • A minimum of five years’ experience is required in the monitoring of occupancy requirements, restrictions and regulations governing the Tax Credit, HUD Assisted and/or master leased housing programs, TAC, HUD, HCD, Home, Section 8 and Contra Costa County as applicable
  • Training staff as required or necessary on proper compliance protocol and conduct training every January on new laws as it relates to Property Management and tenant rights.
  • Draft changes to current compliance process for review and implementation based on changes in law or regulatory requirements
  • Notify and track responses to government and stakeholder audits, notify staff of documents needed to complete audits
  • Knowledge of and compliance with all Federal and State Fair Housing Laws and Regulations, OSHA Regulations and California requirements for housing rules
  • Update the Fair market rents, property rents and income matrices as regulatory agreements expire or new financing is introduced or rent increase on master leased properties
  • Supply the property managers with updated rents via excel on rent changes after reviewing and approval via the Director of Property and Housing
  • Tracking and monitoring of all rents received and delinquent to match grants, contracts and regulatory awards
  • Prepare the monthly master leased payment reports for Finance by the 25th of each month
  • Monitor user access in YARDI via adding and deleting users and user level based via DPH and Controller request.

PROFICIENCIES:

  • YARDI Voyager experience is a must
  • You must have your CPM and TCS or a combination of COS/TCS/BOS/CPM credentials these certifications- (Certified occupancy specialist, Tax Credit Specialist, Blended Occupancy Specialist, Certified Property Manager)
  • Ability to work with others from multiple soci-economic backgrounds and experiences
  • Must also have experience reviewing rent, income and utility allowance adjustments and updates
  • Must be familiar with Tax Credit, HUD and Section 8 funded programs including local funding via county, special needs & homeless populations.
  • Analytical and problem-solving skills.
  • High attention to detail and strong organizational skills with the ability to perform multiple functions simultaneously in a timely manner.
  • Ability to work well with individuals from diverse socio-economic and ethnic backgrounds.
  • Ability to train others in compliance verbiage and changes
  • Good judgment and work independently.
  • Ability to interpret and apply complex, sometimes competing regulatory/contractual requirements.
  • High level of integrity and strong ethics and values; Patience/tolerance and tact/diplomacy.
  • Strong Excel, PowerPoint, and oral communication skills.
  • Ability to organize meetings, manage group processes and facilitate schedules/logistics.
  • Demonstrates accuracy and thoroughness, monitors work to ensure quality and applies feedback to improve performance.
  • Maintains the highest standards of confidentiality with all records, including organizational and individual information.

PREFERRED QUALIFICATIONS:

  • Two years of experience with multi-family EIV requirements of managing a HUD property
  • YARDI
  • CPM and Tax Credit Specialist
  • REAC and HQS training
  • Utility allowance and unit allocations
