Works under general supervision of a manager and is responsible for appropriately evaluating, scheduling, negotiating, processing and accounting for the acquisition/disposal of land and/or land rights necessary to meet established County Real Estate performance goals and objectives.
Pay Grade: 48
Salary Commensurate with Experience and Education
1. Four (4) years of progressively responsible experience in administrative fields within public agencies of which two (2) years of experience is in the assessment, inspection, and evaluation of real property with an emphasis on real property inspections; AND
2. Bachelor's degree in construction, civil engineering, business administration, or related field; OR
3. An equivalent combination of related education and/or experience.
4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
1. Assists and processes the sale/disposal of land and/or land rights no longer needed by Shelby County.
2. Examines and analyzes deeds, wills, abstracts, court records, and other instruments to determine land rights and the ownership thereof.
3. Performs exterior and interior property site inspections.
4. Compiles market data required for determining the condition and value of real property.
5. Interviews, by phone and onsite, property occupants to obtain data.
6. Prepares reports on property inspections.
7. Supervises, corresponds, and organizes vendors for various property maintenance projects.
8. Prepares requests for quotes and invoices for various property maintenance projects.
9. Coordinates with Land Bank Property Maintenance Section on property maintenance issues found upon inspection.
10. Receives and handles public and governmental inquiries about Land Bank property condition.
11. Develops and produces financial reports, and cost analyses, leases, sales contracts, deeds, resolutions, etc., through analysis of engineering drawings, land surveys, property records, deeds, wills, abstracts, and court records via computers and available software.
12. Procures, reviews, and analyzes appraisals, title commitments, and acquisition plans.
13. Implements and maintains computerized land and/or land rights management systems through spreadsheets in Microsoft Word, Microsoft Excel, or other available software.
14. Performs other related duties as required or directed.
1. Ability to persuasively negotiate the terms of a land and/or land rights purchase or sale.
2. Knowledge of contracts, property law, legal terminology, and building codes.
3. Ability to read/interpret engineering drawings and survey notes.
4. Ability to accurately analyze deeds, wills, abstracts, court records, and other instruments to determine land rights and the ownership thereof.
5. Ability to appraise real property and review findings of independent Real Estate appraisers.
6. Ability to develop/produce financial reports, cost analyses, and legal documents including property/easement descriptions, agreements, leases, sales contracts, deeds, easements, resolutions, etc. via. computers and available software.
7. Ability to have excellent written and oral communication skills.
1. Must possess a valid Tennessee driver's license or secure one upon date of employment.
2. Must have daily access to an operable automobile and meet County requirements for automobile insurance upon the date of employment.
