Bristol Bay Construction Holdings LLC is looking for a Preconstruction Manager to join our Pre-Construction team. All candidates must be organized and self-motivated and have demonstrated skills.This is a remote position with the responsibility of performing all facets of the development of competitive or negotiated design build and design bid build construction price proposals from customer RFP receipt to award. Must reside in Colorado Springs, CO. Travel up to 20% required. Key ResponsibilitiesLead the Go/No Go discussions with senior management.Break down RFP scope of work to a level consistent with the agreed upon capture strategy and potential job risks.Develop risk assessments (scope, safety, schedule, long lead items) and present to senior management.Assist in the writeup and review of technical proposal development.Develop and maintain geographical subcontractor/trade contacts databases for use on future proposals.Generate bid scopes for trade packages including vetting subcontractors for compliance.Identification and selection of subcontractors to solicit price proposals from including posting project advertisements on business-to-business sites such as BuildingConnected, SmartBid, planHub, or Builders Exchange Network.Evaluate and identify material/supply long lead items.Ensure pricing model data accuracy.Develop/manage customer RFIs process and dissemination of RFI responses to bidding subcontractors.Perform critical analysis of subcontract bid proposals to ensure full coverage of proposed project scope of work and work with estimating and operations to account for missing scopes of work in the bid.Engage with teaming partners (A/E, trade subcontractors) to develop project concepts and scope-of-work prior to and during solicitation development.Assess project risks to ensure price proposal addresses potential downstream cost exposures.Work collaboratively with other preconstruction team members.Work with A&E partners on design build opportunities to ensure trade subcontractors have critical information required for their price proposals (i.e., drawings, narrative, basis of design).Ensure effective transfer of awarded projects to field operation staff.Support field operations staff with project buyout after award.Effectively communicate price proposal development process to senior management. Essential Qualifications10 years’ experience in design build and design bid build projects, federal agencies preferred.Construction Management or Engineering Bachelor’s Degree preferred.Extensive skills interpreting project design drawings, specifications, and code requirements.Ability to interpret customer RFP requirements to ensure proposal is fully compliant with RFP documents.Ability to dissect customer RFP packages to solicit pricing at the trade level.Ability to travel to attend pre-bid site walk throughs, some may be overnight trips.Ability to develop competitive price proposals on multiple projects simultaneously (4 to 6 proposals at varying stages of development).Ability to effectively communicate both written and verbal.Proficiency with computer software to include MS Office (Word, Excel, etc.). ProEst or similar experience desirable.Proficient understanding of estimating software.Ability to develop concept schedule from RFP documents.Ability to work independently and make decisions commensurate with the position.5 years’ experience estimating multi-trade construction projects ranging from $2M to $30M.US Citizen or applicable for work in the US.Ability to climb up and down stairs/ladders.Unrestricted driver’s license.Ability to pass background check for security and base access.As a condition of employment, you may be required to pass a pre-employment drug screening and have acceptable references and background check results. Physical RequirementsThis position requires the ability to maneuver around work sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; frequent opportunity to move about and to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, cold, wind, rain or other inclement weather, walking over rough and uneven surfaces, and routine lifting of up to 35 pounds. If required, must properly use personal protective equipment (PPE) at all times including but not limited to; hard hats, steel toed boots, eye protection, respiratory protection, and hearing protection. Must maintain a constant state of mental alertness at all times. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Working ConditionsJob is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife.
