SERCO OF TEXAS - CONCHO VALLEY is Hiring a WIOA Supervisor Near San Angelo, TX

SUMMARY: The WIOA Supervisor is responsible for the operations and management of the workforce performance. They are also responsible for the supervision and evaluation of workforce center staff.

DUTIES AND RESPONSIBILITIES:

  • Oversight and management of WIOA Team. Responsible for daily service delivery by ensuring resource levels are adequate.
  • Implement all workforce funding source rules and regulations as set by governing agencies including, but not limited to, Department of Labor (DOL), United States Department of Agriculture (USDA), Texas Workforce Commission (TWC), and Workforce Solutions of Concho Valley.
  • Coordinate services/activities with or on behalf of employers, job seekers, community partners, and training institutions in a professional manner.
  •  In collaboration with the SERCO center management team, the WIOA Supervisor will coordinate program and personnel matters with designated entities such as TWC, HHSC, etc.
  • Cross-train staff in the different functions and services of the career centers.
  • Responsible for conducting in-house program audits on a routine basis to insure contractual compliance.
  • Facilitates compliance with contract provisions for each funding source
  • Provide a customer user-friendly environment at the career center and ensure that all areas of the center are operational.
  • Coordinate the outreach, recruitment, and marketing of the WIOA services.
  • Ensure the performance levels are being met for the targeted populations.
  • Coordinate the flow of client services through meeting with center staff.
  • Coordinate all management aspects of personnel, finance, purchasing, facility operations, and other management issues with appropriate staff. Create and implement center systems and protocols that support all aspects of expected service delivery, customer service, budget, expenditure plans, performance attainment, quality, and adherence to compliance. 
  • Develop and implement survey instruments to enable evaluation and monitoring of system performance including Employer, Job-seeker, Partner Satisfaction Surveys, Community Partnership Council Surveys, Enterprise Seminar Surveys, and Community Focus Group Surveys.
  • Reviews approve and certify WIOA participant eligibility 
  • Validates and approves eligibility and support service documents and notifies WIOA staff of their eligibility status
  • Responsible for quarterly staff appraisals
  • Responsible for staff accountability and recommending further actions 
  • Responsible for action plans when the program suffers deficiencies
  • Responsible for managing program expenditures 
  • Create expenditure plans with allocated budgets with the ability to project expenditures.
  • Develop effective partnerships, linkage agreements, and Memorandum of Understanding (MOUs).
  • Personnel/staff development to include Reward/Recognition, accountability, and levels of discipline. Document and conduct personnel appraisals/evaluations.
  • Recruit personnel for employment vacancies. Assist with interviewing and provide hiring recommendations.
  • Understand the expectations on serving target and priority populations. 
  • Ability to conduct investigations, collect data and provide recommendations.
  • Ability to provide presentations to individuals and/or groups.
  • Ability to generate and present data on goals, benchmarks, progress, and outcomes to individuals or groups. 
  • Working knowledge of regulations affecting the workforce development system.
  • Bilingual preferred (English/Spanish).

EDUCATION AND EXPERIENCE:

Graduate from an accredited college or university with a bachelor's degree in Business or the Social/Behavioral Sciences, with a minimum of 6 years of direct experience.

  • A minimum of four years of management experience in the workforce development system or similar setting, with emphasis on One Stop and Business Service Operations.
  • Strategic planning, analyzing gaps, and developing systems and protocols to maximize resources.
  • BA/BS degree from an accredited college or university is preferred. Certification in related or 2 years experience may be substituted in lieu of formal education
  • An equivalent combination of experience and education may be substituted for a degree.

SPECIAL REQUIREMENTS:

  • Must possess a valid Texas Driver’s License and provide automobile liability insurance as required by the State of Texas.
  • Must have access to reliable transportation in order to travel within the service area.

PHYSICAL DEMANDS: While performing duties of the job, the employee is occasionally required to stand; walk; sit; for long periods of time. Employees must be able to drive for extended periods of time. Employees must occasionally lift and /or move up to 25 pounds and must be able to set up the display area.

WORK ENVIRONMENT: Fast-paced, demanding physically and mentally, will be in constant communication.
