Serco North America is Hiring a Remote Subcontracts Administrator

Position Description

This is an exciting opportunity to join a highly engaged and collaborative team as a Subcontracts Administrator Lead at Serco North America, where we support independent growth and personal development.

The Subcontracts Administrator conducts subcontract negotiation, competitions, and administration of subcontracts; reviews proposal submissions and acts as a lead level authority to identify and assist proposal team in reviewing proposal submissions.

This position will be based out of our Herndon, VA office with flexibility to work remotely 2 days a week. (or fully remote possibility based on candidate)

In this role, you will:

  • Develop competitive and single/sole source Request For Proposals (RFPs) for federal and commercial services and products of medium complexity; compile various bid/compliance documents and inspect them for completeness; evaluate bids and complete subcontract/purchase order awards; manages supplier performance issues to resolution; performs subcontract close-out and a variety of other procurement-related tasks.
  • Responsible for preparing compliant RFP packages for requirements of varying complexity.
  • Issues competitive and sole/single source solicitations and serves as the primary point of contact for the bidding suppliers.
  • Evaluates competitive bids on a lowest-price-technically-acceptable (LPTA) and best-value basis and awards subcontracts/purchase orders to successful bidders under limited supervision. 
  • Supplier interaction and involves subcontract negotiations. 
  • Acquires products or services in a timely manner.
  • Ensures subcontract agreements and purchase orders accurately reflect price, schedule, terms, and conditions as negotiated with suppliers independently under supervision.
  • Relies on experience to structure agreements in a manner that is professional and minimizes ambiguities.
  • Understands procurement file documentation requirements and demonstrates capability to complete, compile, and review individual documents for suitability.
  • Understands the difference between compliant and non-compliant documents and can work with the appropriate parties to correct any deficiencies.
  • Exhibits an understanding of compliance.
  • Develops a strong understanding of the Procurement activities in the contract pre-award phase.
  • Negotiates and establishes Non-Disclosure Agreements and standard Teaming Agreements, with some oversight.
  • Serves as a lead role for soliciting third party pricing to support Serco proposals.
  • other duties as needed

Qualifications

To be successful in this role you will have:

  • Bachelor's degree 
  • Minimum 10 years of experience with the following:
    • Experience working in a Government Contractor environment
    • Working knowledge of subcontracting fundamentals and possess the understanding of federal, state, and industry regulations
    • Working knowledge of FAR and DFAR
    • Must have computer skills and be able to understand electronic processing; to include working knowledge of Microsoft Office Applications; Word, Excel, & PowerPoint
  • Excellent written, verbal, and communication skills for effective interface with all internal and external contacts
  • Possess analytical and technical skills required to understand business practices and recommend proper automation opportunities

Additional desired experience and skills:

  • Bachelor's degree in Business Administration or similar
