Serco North America is Hiring a Sr. Marine Propulsion Engineer Near Norfolk, VA

Position Description

Join Serco as a senior-level, marine propulsion engineer. You will be part of a team of Hull, Mechanical, and Electrical (HM&E) Subject Matter Experts (SME) that are evaluating and managing the delivery of new amphibious ships, auxiliary ships, and landing craft to the fleet and sustaining existing fleet assets. Our team is led by a Program Manager having decades of experience working in the DoD and shipbuilding industry. This position can be performed from the Norfolk, Virginia or Washington, District of Columbia areas.

This position is contingent upon your ability to obtain and maintain an Interim DoD Secret level clearance post-employment.

Our Naval Acquisition and Sustainment Operation provides critical services to nearly all U.S. Navy ships and craft and supports surface ship maintenance, modernization, and sustainment. You will work closely with Government, maritime industry professionals, and support personnel. In this role:

  • Will assist the Government Amphibious Warfare Program Office program deliver new ships to the fleet.
  • Will be responsible for managing project(s) and related task orders for customer(s) with a high level of technical expertise.
  • Plan, schedule, and manage accomplishment work during new construction and post-delivery (PD) periods, including pre-availability planning efforts, Industrial Post Delivery Availability (IPDA), Post Delivery Availability (PDA), Fitting Out Availability (FOA), Post Shakedown Availability (PSA) and various windows of opportunity (WOO).
  • Provide expertise to customers to ensure resolution of issues.
  • Provide analysis of shipyard progress data and metrics, and other relevant sources of information to advise clients on current and developing issues. Provide reviews, analysis, studies, documentation, and recommendations for HM&E systems with an emphasis on the propulsion train and electrical power generation.
  • Provide timely resolution of issues related to the planning, scheduling, and accomplishment of logistically supported engineering changes during post-delivery (PD) periods.
  • A wide degree of creativity and latitude is expected.
  • Interface with Ship's Force, NAVSEA, and SUPSHIP On-Site Installation Coordinators (OSIC's) with the sequencing of system installation and testing. This may include the exchange of critical path scheduling information to resolve integration issues.
  • Provide technical and programmatic support. Review and evaluate various system documents, drawings, and Integrated Logistics Support (ILS) products to ensure accuracy and proper shipboard integration and installation.
  • Participate in associated meetings to review and update production status. Track, coordinate, and provide work completion information for assigned systems (i.e., Technical Data Packages (TDPs), Integrated Logistics Support (ILS), Plans of Action and Milestone (POA&M), Industrial Support requirements, Objective Quality Evidence (OQE), etc.)
  • Liaison with the planning yard to facilitate approvals of any change documentation or upcoming configuration changes. Work with the planning yard when a new system change is forthcoming to coordinate design/support requirements. Coordinate waterfront Technical Authority (TA) review and approval of any in-process modifications and non-conforming conditions or exceptions as required.
  • Support customers in the analysis and improvement of ship construction and repair process policies and procedures.
  • Lead and direct the work of others including providing mentorship and technical guidance.

Qualifications

To be successful in this role, you will have:

  • A Bachelor’s degree plus 10 years of relevant experience with U.S. Navy or U.S. Coast Guard ship construction or ship repair and maintenance is required, particularly in the propulsion train, power generation, and auxiliary equipment areas. Relevant experience is professional experience of essentially the same scope and complexity as that described in the “Position Description”, above. Military or DoD experience can be substituted for a degree if 15 or more years of specific work experience can be demonstrated in an analogous or higher-level position.
  • A current DoD Secret clearance or be able to obtain and maintain an interim clearance post-employment. 
  • United States (U.S.) citizenship.
  • Detailed knowledge of TS9090-310(series) technical specification, ALTERATIONS TO SHIPS ACCOMPLISHED BY ALTERATION INSTALLATION TEAMS and NAVSEA Standard Items.
  • Possess detailed knowledge of compartment and general arrangements, hull and structure design, and machinery arrangements.
  • Knowledge of Computer Aided Design (CAD) as a design tool.
  • Detailed knowledge of applicable laws and regulations that pertain to maritime operations, naval architecture, and Safety of Life At Sea (SOLAS).
  • Working knowledge of marine engineering principles to ensure equipment interface within the vessel as a total system.
  • Expert knowledge of analytical techniques and ability to adapt study and analytical methods and techniques, interpret findings, and make recommendations.
  • Demonstrated experience planning, scheduling, and managing accomplishment of work during post-delivery (PD) periods.
  • Demonstrated experience analyzing of shipyard progress data and metrics.
  • Demonstrated experience working with and making recommendations for HM&E systems.
  • Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
  • Ability to support activities in a shipyard or naval facility may be required. Some work may occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair, and/or underway trials. Walking and climbing throughout the ship, to accomplish ship checks, may be required. Exposure to high noise levels, uncomfortable temperatures, heights, or other industrial safety conditions will require use of personal protective clothing and equipment.
  • Ability to travel to support activities at headquarters, in a shipyard or naval facility, or onboard ship while underway.

Additional desired experience and skills:

  • Relevant amphibious warship ship and/or craft experience is ideal.
  • Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) certification is desired.
  • Experience working within DoD/Navy ACAT I Programs is desired.
