Serco North America is Hiring a Program Operations Management Project Leader Near Washington, DC

Position Description :

This Program Operations Management position will work with a dynamic team, providing Scientific, Engineering, Technical, and Analytical (SETA) support for: Naval Sea Systems Command (NAVSEA). This position is contingent upon your ability to maintain your active DoD Secret level clearance.

Serco will support the US Navys Shipyards and Naval Industrial Base efforts related workforce/workload management, logistic services, business operations, and total force initiatives in support of shipyard Corporate Project Execution, support, and workforce training. Serco will provide the technical scope and associated tasks for support of NAVSEAs LEAN Process/Performance Improvement initiatives, Project Management National Value Stream directive, broader SEA 04X Project Management and Industrial Operations support, Coaching and Development for Deck-plate Project Team Performance, Environmental, Safety and Health program support, and miscellaneous support to SEA 04X and NAVSEA headquarters regarding industrial operations and management.

Serco-NA is seeking a motivated individual to lead tasks in support of this NAVSEA customer and contribute directly to maintaining a high level of fleet readiness.

In this role, you will:

  • Use industry best practices and innovative methodologies provide facilitation, data gathering, research, analytical support, and subject matter expertise as required.
  • Provide periodic updates, reports and briefings discussing activities, observations, findings, and recommendations, as directed by the Government Task Manager.
  • Utilizing the individual NSY Command Philosophy, Guiding Principles, High Performance Organization Model, DoD Civilian Leadership Development Framework, and any other critical sources provided by Shipyard leaders.
  • Identify gaps, make recommendations, and help document and institutionalize decisions.
  • Design and propose a strategic business and execution approach for supervisory/mid-level manager coaching with defined process and performance expectations, measures and metrics aligned to drive the behaviors and results desired by the command.
  • Provide for NSY daily deck-plate interactive development and coaching of the core tools and processes that enable the Shipyard to peak performance.
Qualifications:

To be successful in this role, you will have:

  • An active or current DoD Secret security clearance.
  • A Bachelors degree in business, Management, Project Management or related field
  • 8 years of relevant experience.
  • 7 years demonstrated subject matter expertise combined across the following area(s):
    • Shipyard Operations
    • Shipyard Infrastructure Optimization Program (SIOP)
    • Performance Improvement
    • Industrial Engineering
    • Technology (ideation to execution for training solutions and business processes)
    • Workforce Management
    • Change Management
  • Must be willing to travel outside the DC area when required. Travel may be required to the following locations:
    • Washington Navy Shipyard (WNY)
    • Portsmouth Naval Shipyard, Kittery, Maine (PNSY)
    • Norfolk Naval Shipyard, Portsmouth Virginia (NNSY)
    • Puget Sound Naval Shipyard, Bremerton Washington (PSNS)
    • Pearl Harbor Naval Shipyard, Hawaii (PHNSY)
    • US Naval Ship Repair Facility, YOKOSUKA, JP (SRF JAPAN)

Additional Desired Skills:

  • Prefer advanced degree in related field (e.g., Human Performance, STEM, Business, Workforce Management, Change Management, Adult Learning, Continuous Improvement)
