Position Description

Serco is actively seeking a motivated, full-time, Information System Security Engineer (ISSE) to provide cybersecurity support for our U.S. Navy customer in our Alexandria, VA office. 

This position is contingent on your ability to obtain, maintain, and transfer your Top Secret clearance post-employment. 

In this role, you will:

• Work with our dynamic team to support the U.S. Navy’s PMS-ES information system (IS).
• Coordinate with a Level III Navy Qualified Validator (NQV) to perform activities required within the DoD Instruction 8510.01 DoD Risk Management Framework (RMF) (formerly the DoD Information Assurance Certification and Accreditation Process (DIACAP)) to renew Authorization to Operate (ATO) for PMS-ES.
• Identify security controls to be implemented, work with the team to implement and test controls, prepare required artifacts, and complete actions required in the RMF in the timeframe in which they are required.
• Utilize the following systems to perform various cybersecurity tasking:
  • Enterprise Mission Assurance Support Service (eMASS)
  • DoD Information Technology Portfolio Repository (DITPR)-DON
  • Vulnerability Remediation Asset Manager (VRAM)
  • DON Application and Database Management System (DADMS)
• Ensure the system’s adherence to government policies, practices, and standards including:
  • Federal Information Security Modernization Act (FISMA)
  • NIST SP 800-53 Revision 5, Security and Privacy Controls for Federal Information Systems and Organizations
  • NIST SP 800-53B, Control Baselines for Information Systems and Organizations
  • DoDI 8520.02, Public Key Infrastructure (PKI) and Public Key (PK) Enabling
• Work with the PMS-ES team to:
  • Review and implement Security Technical Implementation Guides (STIGs) and Security Requirement Guides (SRGs) to maintain the security posture of PMS-ES.
  • Review and resolve identified vulnerabilities from Assured Compliance Assessment Solution (ACAS), Information Assurance Vulnerability Alert (IAVA), and VRAM.
• Respond to data calls from DoD, DON, and NAVSEA organizations.
• Interface with Defense Information Systems Agency (DISA) – Defense Enterprise Computing Center (DECC) regarding the secure hosting of PMS-ES and related network and system administration functions.
• Brief leadership and interact with government customers/clients.
• Work independently as well as within a team.

Qualifications

To be successful in this role, you will have:

• A Bachelor’s degree in computer science, information technology, cybersecurity, or related fields and 8-10 years’ experience
• An active DoD Top Secret security clearance or the ability to obtain TS clearance post-employment.
• Demonstrated experience with network and system security engineering and administration, including operating system security configuration, application security, and account management best practices.
• Demonstrated oral and written communication skills to work closely with all levels of personnel involved in IT operations and technical aspects of systems.
• 10% travel required

Additional desired experience and skills:

• Ten or more years of experience in an Information Assurance (IA) or C&A related field.
• Familiarity with and understanding of Navy IT sites, systems, and infrastructure.
• Security certification or similar
