Policy Manager, The Grid Security Project

The Opportunity

SAFE was founded in 2004 to reframe the debate on energy and increase awareness of the dangers of oil dependence and the need for more diverse sources of energy in transportation. Leading the conversation on energy and transportation policy, SAFE produces high-quality, fact-based analysis and policy recommendations for lawmakers, regulatory agencies, and the public with the goal of bolstering the economic and national security of the United States and its allies. Our organization convenes industry executives, policymakers, former military leaders, and other stakeholders to advance a range of initiatives in the energy, climate, and industrial policy realms.

SAFE’s Grid Security Project provides policy analysis and recommendations to build out the national electrical infrastructure in a way that supports both reliability and resilience. More reliable and affordable power will be necessary to support the mass adoption of electric vehicles and enable America’s reindustrialization.

SAFE is seeking a Policy Manager for its Grid Security Project. This individual will provide comprehensive policy, program management and administrative support for the Grid Security Project. This position requires the ability to write well, manage deliverables and deadlines, anticipate needs, think critically, and collaborate with a diverse team across disciplines. The position is located in Washington, D.C.

Position Summary
The Policy Manager is a contributing researcher and writer for SAFE’s Grid Security Project. This position is responsible for research, analysis, and writing across a variety of policy projects, reports, presentations, and memos. Issues of focus include generation, transmission, cyber/physical security, legislative actions, FERC proceedings, and DOE initiatives. The Policy Manager also contributes to SAFE’s ongoing external communications including working with stakeholders, developing materials for webinars, forums and round tables and supporting funding initiatives for the Grid Security Project.

Responsibilities

1. Research and analysis: Conduct research; produce and edit Grid Security Project publications (and/or sections thereof) on a variety of topics; collect and analyze data to observe and interpret trends and draw appropriate conclusions to support recommendations.

2. Policy development: Contribute to the development of SAFE policy recommendations designed to strengthen the case for improving power grid reliability and resilience in order to ensure national and economic security, support carbon reduction goals, and support growing demand on the power grid.

3. Contribute to the Grid Security Project’s presence: Contribute to the development of presentations, talking points, and other materials designed to increase SAFE’s public profile. Provide analysis and guidance to SAFE staff on policy issues and assist with the creation of articles, webinars, forums, round tables and op-eds.

4. Organization representation: Attend external events as a representative of SAFE and the Grid Security Project, raising awareness of SAFE’s work, and building relationships with relevant parties.

5. Provide Project Management and General Administrative Support

6. Where appropriate, this person will attend the Executive Director’s meetings in order to take notes, communicate action items to internal stakeholders, and manage execution of deliverables.

7. Other responsibilities not listed may be added based on the individual’s skills and background.

Professional Skills and Qualifications

Knowledge & Experience:

  • Education in or professional knowledge of global energy markets and/or domestic energy policy, transportation, and technology policy.
  • Education in or professional knowledge of power grid reliability and resilience issues.
  • Professional experience (3-6 years) involving research, analysis, and writing on policy issues in energy and the US power grid paradigm.
  • Experience writing and publishing articles aimed at a policy audience.
  • Experience working with policymakers, including government officials, military officers, and business leaders.

Skills & Abilities:

  • Exceptional writing skills.
  • Strong organizational skills.
  • Strong interpersonal skills with the ability to effectively work with outside stakeholders.
  • Demonstrated research skills incorporating a variety of sources and databases.
  • High computer proficiency, including but not limited to a good command of the Microsoft Office Suite (including a skilled knowledge of Excel). Familiarity with Adobe design products preferred.
  • A proven ability to work both as a member of a team on collaborative projects and as an independent writer and researcher.
  • A clear interest in the mission of SAFE.

Education:

  • Bachelor’s degree required.
  • Master’s degree or extensive relevant equivalent experience.

Salary/Benefits

The opportunity garners a competitive salary in the $80,000- $95,000 range and benefits package. SAFE provides a generous health benefits package covering up to 100% of premiums for employees and their families, 401K with 3% employer contribution and life insurance, as well as other benefits to be detailed in the offer. The individual will be based in Washington, D.C.
