General Purpose of Job

The Revenue Protection Coordinator I is responsible for assisting in the safeguarding and swift recovery of company revenue by conducting investigationsinto reports of illegal property and power theft and disconnecting service. The Revenue Protection Coordinator I will also assist in collaborating with law enforcement, other utility agencies and internal departments to ensure effective case management and  preparing cases for criminal prosecution. Additional responsibilities include analyzing and troubleshooting Automated Metering Infrastructure (AMI) data for problems and assisting with the development and delivery of power theft training programs to front-line personnel for gathering data used in investigative reports.

Completion of an electric utility-related trade or technical school program where essential electrical concepts, safety protocols, and hands-on skills related to distribution systems are taught.

Associate degree in criminology, criminal justice, electrical engineering or closely related field.

Experience

Minimum

Minimum of two (2) years’ experience in distribution electric utility operations, with qualifying work in the meter area, recording readings, installing meters, check/record voltage, pull meters, disconnecting and reconnecting service, meter inspections, and knowledge of current diversion and/or equipment theft.

Preferred

Experience with AMI (Advanced Metering Infrastructure) operations, Revenue Protection/Power Theft.

Education and/or Experience Notes

Job related experience may be substituted for the required education on a year-for-year basis.

 Other Requirements

  • A valid Florida driver’s license for regular driving privileges of a company vehicle; must have and maintain an acceptable driving record as determined by SECO Energy.
  • Ability to operate a variety of office equipment, including a personal computer, printers, copy machines, telephone, and fax machine.
  • Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations.
  • Frequent business travel to all areas of service territory required.
  • Irregular working hours may be required to meet the demands of the position.
  • Normal work hours shall be eight (8) hours between 7:00 am and 5:00 pm, Monday through Friday.
  • Position is subject to 24-hour call out and varying work schedules for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations.
  • Successful completion of pre-employment background check, physical and drug screen.

Knowledge, Skills, and Abilities

  • Ability to analyze AMI data information to troubleshoot problems.
  • Ability to gather facts and evidence to support any administrative actions and/or prosecutions.
  • Ability to investigate cases of potential fraud/theft based on billing anomalies, cut meter seals/tampering, reports received of potential /theft activity and observations reported by field personnel.
  • Ability to prepare documentation of all fraud/theft investigations including, but not limited to, initial customer notification, trips to field to investigate activity at premise, working with local law enforcement to establish probable cause for prosecution, complete billing and customer follow up.
  • Ability to work effectively on projects and in a team environment; to maintain highly confidential information; and effectively manage stress and pressure in a frequently changing environment.
  • Ability to work in stressful, high-tension situations.
  • Computer proficiency with the ability to utilize MS Office products; ability to acquire working knowledge of applicable corporate programs as they relate to the position.
  • Effective listening, written and verbal communication skills to prepare reports and business correspondence; prepare and conduct training programs; ability to analyze and interpret job related business periodicals, laws, and regulations.
  • Excellent customer service orientation and organizational skills; ability to exercise good judgment, sound reasoning skills and discretion in making independent decisions commensurate with responsibilities.
  • Knowledge of the operation of electric distribution facilities (overhead and underground).
  • English is the primary business language. Second language in Spanish is desirable.

Essential Duties and responsibilities

Investigate SECO Energy property theft and power theft, to include but not limited to:

  • Disconnect service and pull meters to prohibit use of services, as required.
  • Prepare and maintain reports and files referencing theft and fraud cases for Security & Asset Protection Manager.
  • Pull meters to prohibit use of service, as required.
  • Assist in Coordinating field activities, gathering information and taking photographs.
  • Provide testimony and/or documentation for criminal/civil actions; represent/protect the Cooperative’s interest in judicial proceedings.
  • Provide Consumer Accounting with appropriate charges referencing investigation.
  • Assist the Revenue Protection Coordinator II with investigations with internal departments, contractors, etc. and establish probable cause for prosecution.
  • Assist in Interviewing persons that have suspected involvement in the criminal activity of power theft.
  • Inform customers of policies and penalties involved in service and/or equipment tampering or stealing.
  • Provide the Security & Asset Protection Manager with relevant information to facilitate decisions regarding collaboration with law enforcement and other agencies in addressing utility service and equipment thefts.
  • Assist in preparing investigative reports, documents for state attorneys, warrants, work tickets, etc.
  • Assist to Maintain custody of evidence; inspect wiring, plumbing, and metering devices and make field inspections of high/low consumption reports.
  • Assist in development and delivery of power theft training programs.
  • Keep abreast of pertinent changes in Cooperative policies and procedures, laws and regulations and electrical codes.

Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.This position has general office environment and exposure to field conditions. The employee will occasionally be exposed to moving mechanical parts, toxic or caustic chemicals, inclement weather conditions, radiation and risk of electrical shock.
