Schuyler County New York is Hiring a Deputy County Administrator Near Watkins, NY

SCHUYLER COUNTY, NY is seeking to hire a Deputy County Administrator. Schuyler County is an attractive, growing community in the Finger Lakes Region of NY state. The County is internationally recognized as a destination location; being the home of Watkins Glen International (NASCAR), Watkins Glen State Park and a burgeoning wine and craft beer industry. The County population is just under 18,000 residents who welcome over 3 million visitors annually. 
HOW TO APPLY: All candidates must submit a Civil Service application and proof of degree to Schuyler County Civil service office. Applications will be accepted until the position is filled.
SALARY: Range of $96,727 – 108,818 commensurate with education and experience, plus excellent benefit package. VACANCY: There is one full-time vacancy in the Schuyler County Administrator’s Office. This position has been deemed pending jurisdictional classification which means there could be the potential for a Civil Service exam to be taken and the candidate to be reachable on the eligible list.
RESIDENCY REQUIREMENT: The appointee must be a legal resident of Schuyler or a contiguous (Chemung, Seneca, Steuben, Tompkins and Yates) county within ninety (90) days of appointment.
JOB DESCRIPTION: This is a key administrative position under the general supervision of the County Administrator. This position requires a high level of independent judgment in planning and carrying out the details of the work and includes supervising the delivery of County services with the goal of improving efficacy and efficiency, in compliance with all laws, rules and regulations.
TYPICAL DUTIES:
  • Oversees and supervises the activities of subordinate Department Heads as designated by the County Administrator to include evaluation to ensure consistent and fair departmental goals, objectives, and operational procedures;
  • Supports the Departments in staff development, supervision and discipline when required;
  • Coordinate between departments in order to eliminate redundant activities or organizational overlap;
  • Represents the County Administrator and actively participates in staffing, administrative, community and various board meetings as designated to ensure communication and coordination between all parties;
  • Coordinates with Departments on staffing and budgeting recommendations to the County Administrator for immediate and long-range planning;
  • Manage an appropriate set of budgetary controls, which will serve as the basis for the monitoring of expenditures;
  • Review and approve all departmental travel requests;
  • Oversee the disposal of obsolete equipment, materials and supplies;
  • Serves as County Recycling Manager, providing leadership, funding, developing processes and procedures to ensure cost-effective service;
  • Assistant the County Administrator and each department on the development of an annual plan (goals), which will then be combined into a single County plan;
  • Consults with and addresses business leaders, industries and various other groups and agencies regarding the general planning and development of the county;
  • Assists and coordinates between departments in the initiation and preparation of applicable grants to create, enhance or expand County services;
  • Coordinates with the Department Heads, the County Treasurer, and the County Administrator, the data and reporting required for applicable grants;
  • Assists and coordinates with departments the preparation, execution, and regular reviews of applicable contracts;
  • Provides monthly and year end reports to the County Administrator in areas of staffing, finances, program goals, statistics, and other quality measures;
  • Assist the County Administrator in any other related work as delegated and required.
MINIMUM QUALIFICATIONS: Either
  • (A) Possess an Associate’s Degree from an accredited college or university and have eight years satisfactory paid full time responsible executive management experience in a private or public business or industrial enterprise, or 
  • (B) Possess a Bachelor’s Degree from an accredited college or university and have five years satisfactory paid full time responsible executive management experience in a private or public business or industrial enterprise, or 
  • (C) Possess a Master’s Degree from an accredited college or university and have three years of satisfactory paid full time responsible executive management experience in a private or public business or industrial enterprise, or 
  • (D) Possess a Master’s Degree in Public Administration or Business Administration from an accredited college or university and have two years of satisfactory paid full time responsible executive management experience in a private or public business or industrial enterprise.
