SBR Inc is Hiring a Fiscal Controller Near Philadelphia, PA

Supportive Behavioral Resources, Inc. (SBR) is a for-profit human service agency celebrating 30 years of service enhancing the lives of adults with Intellectual Disabilities and Autism in Philadelphia, Bucks, and Montgomery Counties.

SBR seeks an experienced Controller to lead all aspects of financial management, including corporate accounting, regulatory and financial reporting, budget and forecast preparation and review, and internal control policies and procedures development. The finance controller’s responsibilities will also include financial risk management. SBR receives monies from CMS and has a working budget of over $13 million. The Fiscal Team consists of two Payroll personnel, a Billing Manager, a Fiscal Manager, and a Fiscal Clerk.

Key Responsibilities

  1. In conjunction with the COO/CEO, establish financial and operating benchmarks, budgets, program monitoring, and reporting standards as necessary bi-weekly, monthly, and annual.
  2. Implement consistent accounting policies, practices, and procedures across all programs, upholding federal, state, and local legal standards by remaining knowledgeable about existing, new, and future legislation.
  3. Develop and enforce internal controls to protect company assets, policies, procedures, and workflow.
  4. Follow Generally Accepted Accounting Principles (GAAP) for controlling and/or monitoring various areas for SBR’s financial position.
  5. Utilize financial and related data to develop and prepare the SBR Annual Budget for presentation to Executive Management and Auditors. The Annual Budget is for both the calendar year and the State fiscal year and is referenced with regard to SBR's current fiscal status, as well as future growth and changes in programming.
  6. Maintain controls over Billing, Accounts Receivable, and Accounts Payable, and review SBR’s Quick Books (QB) to ensure accuracy and timeliness of payments.
  7. Establish guidelines, Policy & Procedures, and oversight for other fiscal positions such as Fiscal Analyst, Fiscal Assistant, and Fiscal Clerk.
  8. Review financial information required for Residential Services and individual consumers with the Fiscal Analyst and Advocacy Alliance, as necessary.
  9. Oversee internal audits, including making sure all documentation is complete and available as required.
  10. Manages and reviews all aspects of the payroll process, including expense forecasting, reviewing employee hours and overtime compliance, budget analysis, and documentation review and retention.
  11. Collaborate with SBR Auditing Firm in preparation of financial statements, other required reports, and Federal, State, and local Tax filings, including audits that may occur.
  12. Suggest and/or act as coordinator of new projects/areas that arise within SBR as they relate to proper fiscal and accounting processes. 
  13. Coordinate with Executive Management any correspondence received from various sources and provide opinions for response. Provide written responses, either in draft or final versions, as necessary. 

Requirements

  • Minimum five (5) years experience as a Controller
  • Five (5) to ten (10) years of managerial experience
  • Experience working in the field of Human Services is a plus
  • Working knowledge of state systems such as ePromise, HCSIS, and Therap a plus
  • Proven payroll experience, with a focus on streamlining accounting processes
  • Working knowledge of finance law and regulatory standards (GAAP)
  • Exemplary history of financial project management
  • Working knowledge of federal, state, and local tax compliance regulations and reporting
  • Strong Excel and QuickBooks skills
  • Knowledge of Cost Accounting and QuickBooks
  • Strong oral and written skills

Education

  • Bachelor’s Degree in the field of finance; Master’s preferred or equivalent combination of education and experience
  • CPA license or CMA is preferred but not required
