Saylor Consulting Group is Hiring a Senior Transit Estimator Near San Francisco, CA

Job Description

Saylor Consulting Group (SCG) has an opportunity for a Senior Infrastructure Estimator with Transit Experience to join our team to work on high profile, $20 million to $1 billion programs with various California transportation agencies. The ideal candidate would be located in the San Francisco Bay Area with over 15 years of estimating experience on transit infrastructure projects. Prior experience working with agencies in California is a must, with experience with Caltrain or other Bay Area agencies a plus. Must be willing to work as a W2 employee with up to full-time hours.

Daily Duties

  • Preparation of project cost estimate at various stages of the project and various classes of estimate.
  • Develop estimates and/or review estimates on labor, materials, equipment rates and quantity for projects that involve design and construction in railroad, bridges, track and structures. The position will review documents and comment on the design and the constructability of projects. The Estimator will report to the Manager of the Project Estimates that require his/her service.
  • Estimator to provide Overall Project Costs (Direct and Indirect) based on market conditions (escalations, Markups, and competitiveness), Contingency evaluation based on Project Risk Register, or historical Data.
  • Preparation and evaluation of Change Orders (Design, Engineering, Construction) and Proposals / ICE received by other parties.
  • Evaluation of submitted schedule or LOE (Level of Efforts) submitted by other Consultants or Contractors
  • Quantity Reconciliation Meetings: The meetings shall discuss and agree on final quantities to be used as the basis for each estimate.
  • Estimator shall prepare estimates based on the following Estimate Methodology Determination:
  • Labor Rates – staff and craft
    • Equipment and Maintenance Rates – built up rates.
    • Specialty Subcontractor Pricing
    • Permanent Material Pricing
    • Construction Material Pricing
  • Participate in negotiation preparation and negotiations as needed. Be the lead facilitator for the Agency in cost negotiations with the general contractor.
  • Prepare all estimate sheets and provide variance report after cost reconciliations are completed.
  • Negotiate the TCP and recommendations if negotiates are not reached.
  • Participate in preparation of Project issue and Risk Registers meetings as needed.

Minimum Qualifications

  • B.S. in Engineering and/or Construction Management or related field required.
  • 15 years of related experience estimating heavy civil projects (transit stations, rail work, tunnels, roads, bridges, and so on) with values of $300 Million or more. 20 years of experience preferred.
  • Experience working as part of an integrated (City & Contractor) team to develop programmatic cost estimates for a program with multiple projects occurring over a period of time greater than 5 years.
  • Experience using HCSS and InEight estimating software
  • Proficient in an estimating program such as Hard Dollar, On-Screen Takeoff, etc.
  • Excellent MS Excel skills.
  • Outstanding written and verbal communication skills.
  • Ability to work effectively with architects, engineers, and owners.
  • Ability to manage budgets, schedules, and projects to ensure client satisfaction.
  • Accredited CPE, P.Q.S., RICS, or AACE accreditation preferable.
