Responsibilities

The Federal Technical Capabilities Program (FTCP) Support Specialist shall act as a liaison between the Contractor, the FTCP Program Manager, and the NTC Federal Staff in support of the FTCP and the Technical Qualification Program (TQP).

  • Manage Technical Qualification Program (TQP) records in electronic database program of record for Department of Energy Federal employees
  • Support/facilitate TQP records in electronic database program of record, as requested by the DOE Enterprise
  • Coordinate the development of qualification standard evaluation guides
  • Help to develop and maintain qualification standards-to-training course crosswalks for current FAQS and identify any gaps in needed training
  • Coordinate with training departments to prioritize and initiate training development/revision activities, as needed
  • Coordinate with National Training Center (NTC) training departments to develop continuing training materials for new and revised DOE Orders, Federal Regulations and industry standards, as well as lessons learned, reports, etc.
  • Enter qualification cards for new and revised Functional Area Qualification Standards (FAQS), Job-Specific Qualification Standards (JSQS), and where applicable, Program-Specific Qualification Standards, and Office-Specific Qualification Standards (OSQS) into the electronic database
  • Issue qualification packages, qualification certificates, and continuing training certificates for DOE federal employees
  • Process TQP participant documentation
  • Process qualifying official’s documentation
  • Conduct Job and Job Task Analysis rapid development team meetings
  • Support development of final qualification exams for federal employees and maintaining DOE-wide qualification exam bank
  • Assist and train staff members in developing, analyzing, evaluating, and advise on methods and techniques to improve organization work processes, procedures, information systems, documentation, and similar functions
  • Research and develop policies and procedures; Interface with customers for coordination of training requirements and/or analyses and implementing solutions
  • Conduct self-assessments and supporting TQP-related assessment activities
  • Assist with reports on status of all projects
  • Document findings and preparing recommendations
  • Perform other duties as assigned within the scope of the contract
  • Minimal travel may be required

Qualifications

WORK LOCATION: This position allows for a hybrid work schedule with a mix of work spent on site and working remote from home.

WORK SCHEDULE: This position can also allow for a 9/80 schedule (for example, every other Friday off) or a 4/10 schedule (work 4 10-hour days with a 3-day weekend).

Essential skills and experience:

  • A Bachelor’s degree from an accredited institution (which could be from a variety of fields such as management, leadership, business, engineering, science, information technology, training, education, or workforce development)
  • A minimum of 5 years of specialized experience comparable and relevant to the tasks and activities described in this job description including a minimum of 2 years of experience as a facilitator/trainer
  • At least 3 years of Level II/III Instructional Systems Design experience
  • Proficient at conducting a job task analysis to support the development of FAQS, JSQS, PSQS, and OSQS
  • Working level knowledge of the systematic approach to training and/or ADDIE approach
  • Proficiency with Microsoft Office
  • Ability to manage time and work independently
  • Excellent written, oral, and interpersonal communication skills; demonstrated ability to interact at all levels of an organization
  • Attention to detail

Valued but not required skills and experience:

  • Familiarity with the Technical Qualification Program
