GENERAL PURPOSE

Under the direction of the Director of Finance and Administration, the Grants/Compliance Specialist is responsible for providing administrative support to the grants and compliance functions of Santa Barbara MTD. The Grants/Compliance Specialist tracks applications and reporting dates, organizes reports for submission, writes and performs research, maintains grant records and project budgets, sets meetings with agendas, records minutes/notes, coordinates procurement documentation, and manages insurance certificates.

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

  • Organizes and maintains grants/contracts award files.
  • Responds timely and accurately to grant funding requirements, requests, and deadlines.
  • Collaborates across departments to create project proposals and reports to submit for grants and awards.
  • Tracks grant/project budgets of income and expenses for reporting purposes.
  • Reviews grant project invoices and requests for payment against budget; determines documentation completeness/accuracy.
  • Schedules grant/project meetings, coordinates agendas, and maintains minutes for projects as requested.
  • Identifies and researches grant funding opportunities.
  • Interfaces with Accounting and Procurement functions for confirmation of project details.
  • Reviews and analyzes data for grant awards and procurement compliance.
  • Obtains quantitative and qualitive results that demonstrate the organization’s impacts of programs and projects.
  • Meets regularly with Supervisor on initiatives and projects.
  • Provides administrative support on Procurement documentation for compliance.
  • Maintains/tracks Insurance Certificate due dates for contractors/vendors.
  • Assists with Disadvantaged Business Enterprise (DBE) program activities/reports.
  • Takes initiative to start, deliver, and manage multiple refined proposals.
  • Assists with other team projects and supports external/internal communications as needed.
  • Performs other duties as assigned.

QUALIFICATIONS:

To successfully perform the duties and responsibilities of this position, the ideal candidate must have the following:

Knowledge Of

  • Federal/State Grant Requirements, specifically for the Federal Transportation Administration (FTA), State of California.
  • Basic Procurement fundamentals, bidding, request for proposals.
  • Construction documentation for invoicing/payment.
  • Use of Word for writing.
  • Use of Excel for financial tracking, data analysis.
  • Use of PowerPoint for presentations.
  • Use of Outlook for written communication.
  • Presentation and public speaking skills

Ability To

  • Written/Verbal Communication: Exceptional writing and verbal skills for internal/external reports to create informative narratives in a concise manner.
  • Organization: proactive internal communication and exemplary written communication skills for reports and other communication.
  • Juggles many projects and deadlines. Plans and executes complex projects. Keeps detailed calendar and updates records in grant/contract files and on systems used.
  • Persistence: Devoted to the organization’s goals and ideals. Communication with internal and external stakeholders requiring follow-up.
  • Innovation: Displays original thinking and creativity; generates suggestions for improving work; Develops innovative approaches and ideas; presents captivating material in a way that gets attention and generates excitement.
  • Practical Thinking: Identifies and recommends which grants to apply for based on the organization’s goals and strengths. Drives collaboration with necessary stakeholders in the grant management process.
  • Detail Oriented: Maintains strong attention to detail. Analyzes and synthesizes information. Commits to accurately and thoroughly completing projects and tasks.
  • Math Ability: Basic mathematical ability, including addition, subtraction, multiplication, and division.
  • Intermediate understanding of programmatic and organizational budgeting; programmatic impacts and any ratios that need to be reported.
  • Reasoning Ability: Ability to think creatively and analytically.
  • Collaboration: Collects the needed information for compelling and persuasive grant applications.

EXPERIENCE AND EDUCATION

  • Bachelor’s degree or equivalent experience.
  • 2-4 years of related experience

WORKING CONDITIONS

In general, the following physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Environment : Primary work location is in a general office environment. Job is not subject to significant occupational or environmental hazards; may drive district vehicle while conducting district business. Physical : Hearing and speaking sufficient to articulate information in person, and by telephone. Vision within normal range with or without correction; sitting or standing for extended periods of time; walking on uneven surfaces; use of hands to handle, feel and operate standard office equipment including work assigned computer; mental capability to use or apply analytical reasoning and concepts, read and interpret documents, observe and interpret people and situations. Ability to move/lift 25 pounds. Hazards – Exposure to traffic, fumes, dust, dirt, and computer screens.
