Basic Functions
Under the direction of a Dean, plan, organize, control and direct Extended Opportunity Programs & Services (EOPS), Cooperative Agencies Resources for Education (CARE), CalWORKs, NextUp/Cooperating Agencies Foster Youth Educational Support (CAFYES), summer programs/other population specific programming, operations and activities to facilitate and enhance educational recruitment, retention and success among identified at-risk students; coordinate and direct communications, programs, services, outreach functions, support activities and information to provide educational opportunities to low-income and educationally disadvantaged students; supervise and evaluate the performance of assigned certificated and classified personnel.
SALARY & PERSONNEL BENEFITS:The current salary range for the Director, EOPS position is Salary Table 30, Range 154, $119,967 - $135,737 per year, plus an earned doctoral bonus of $3,723.65. This position will increase one step each year and has the potential to reach the current maximum step of $146,173. Starting salary is commensurate with directly related and paid full-time experience. In addition to salary, each full-time employee participates in a "cafeteria-style" Health & Welfare Benefits Programs.
Representative Duties
ESSENTIAL DUTIES:
Plan, organize, control and direct EOPS, CARE, CalWORKs, NextUp, summer programs/other population specific programming, and activities to facilitate and enhance educational recruitment, retention and success among identified at-risk students; establish and maintain related timelines and priorities; assure that related activities comply with established standards, requirements, laws, codes, regulations, policies and procedures.
Coordinate and direct communications, programs, services, outreach functions, support activities and information to provide educational opportunities to low-income and educationally disadvantaged students; oversee the development and implementation of programs, services, plans, strategies, processes, systems, projects, courses, goals and objectives.
Supervise and evaluate the performance of assigned certificated and classified personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure compliance with established standards, requirements and procedures; assure employee understanding of established requirements.
Plan, organize, control and direct the development and implementation of outreach and marketing strategies and activities to facilitate and enhance student, campus and community knowledge of and participation in EOPS, CARE, CalWORKs, NextUp, summer programs/other population specific programming and services; oversee and participate in the preparation and distribution of related promotional and informational materials.
Develop, implement and maintain a variety of support services for students interested and participating in EOPS, CARE, CalWORKs, NextUp and summer programs/other population specific programming, including recruitment, orientation, admissions, assessment, counseling and advising, basic skills, tutoring, transfer, career guidance and financial aid services; monitor, evaluate and adjust services in response to student needs.
Direct and participate in providing consultation and technical assistance to students concerning EOPS, CARE, CalWORKs, NextUp and summer programs/other population specific programming, services and related College opportunities; respond to inquiries and provide technical information concerning admissions, enrollment, financial aid, support services and related College standards, timelines, requirements, processes, policies and procedures.
Coordinate communications, programs, services, activities and information between students, staff, faculty, administrators, service providers, outside organizations, the public and various local, State and federal agencies; establish and maintain partnerships in the development of resources for at-risk students.
Monitor and analyze assigned programs and services for educational effectiveness and operational efficiency; oversee the development and implementation of standards, programs, policies and procedures to enhance educational effectiveness, operational efficiency and capacity of EOPS, CARE, CalWORKs, NextUp and summer programs/other population specific programming, to meet the needs of a-risk students.
Develop, prepare, and manage the annual preliminary complex program budgets, including internal and external service providers and grants to students; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; research, obtain, and maintain grants and other funding sources as required; prepare related proposals and documents.
Conduct Surveys and compile and analyze data concerning student needs; direct and participate in the preparation and maintenance of various records, reports, and files related to programs, services, personnel, students, budgets, financial activity, and assigned duties; ensure mandated reports are submitted to appropriate local, State, or federal agency according to established timelines.
Provide technical information and assistance to the Dean regarding EOPS, CARE, CalWORKS, NextUp and summer programs/other population specific programming, activities, needs and issues; assist in the formulation and development of policies, procedures and programs.
Prepare annual State-mandated reports for the Chancellor's Office and other program reports and public presentations as needed for the College and the Foundation.
Communicate with administrators, personnel and outside organizations to exchange information, coordinate activities and programs and resolve issues or concerns.
Operate a variety of office equipment including a computer and assigned software; drive a vehicle to conduct work.
Attend, conduct, chair and participate in various meetings and committees as assigned; prepare and deliver oral presentations concerning EOPS, CARE, CalWORKS, NextUp and summer programs/other population specific programming and services; coordinate and conduct student orientations as needed; represent the College on assigned task force.
Assist with the development of curriculum related to EOPS, CARE, CalWORKS, NextUp-related courses as directed.
OTHER DUTIES:
Perform related duties as assigned.
Education and Experience
MINIMUM QUALIFICATIONS:
Candidates must possess the minimum qualifications for the discipline as approved by the California Community Colleges Board of Governors and defined in the Minimum Qualifications for Faculty and Administrators in California Community Colleges handbook.
The candidate must meet the following criteria:
  1. Possession of a master's degree; AND
One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment AND
  1. Must have, within the last four years, two years of experience or the equivalent:
a. In the management or administration of educational programs, community organizations, government programs, or private industry in which the applicant dealt predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages or,
b. As a community college EOPS counselor or EOPS instructor, or have comparable experience in working with disadvantaged clientele.
c. In addition, shall have completed a minimum of six units of college-level coursework predominantly relating to ethnic minorities or persons handicapped by educational, language, or social disadvantages; OR
  1. Combination of education and other accomplishments that is equivalent to the above. (If claiming equivalency, attach a separate statement that presents the basis for this claim and submit supporting evidence, e.g., transcripts, publications, and other work products.)
  1. Demonstrated commitment to equity-focused leadership, responsiveness, and sensitivity, to every aspect of human diversity and actively promotes an inclusive educational and working environment.
If the title of your degree as stated on your transcripts does not exactly match one of the degree titles listed in the minimum qualifications, you must complete an equivalency statement and attach it in the "Equivalency field" under the documents needed to apply. DESIRED QUALIFICATIONS:
  • Crisis Management Experience
  • 2-3 Years in a Manager/Director Role with direct staff supervision experience
  • Experience with high touch, above and beyond programs for disenfranchised young adult populations
  • Oral and written communication skills in Spanish and English
  • Experience working and collaborating with instructional faculty, on-campus, and community-based resources to support student success.
  • Strong leadership skills
