Education

Master’s degree in a recognized social science or scientific, technical, management or related discipline that is relevant to tasks.

Required Experience ·

  • 3 years of expertise in a related discipline that is relevant to assess threat reporting, implementer activities, and political-military equities across multiple geographic regions, and issue strategic guidance documents related to threat reduction outcomes. ·
  • 3 years of experience in WMD nonproliferation policy or related field. · Strong analytical skills with the ability to research, analyze data, and develop policy recommendations.
  • Excellent written and oral communication skills to prepare clear and concise reports, briefings, and diplomatic cables.
  • Demonstrated ability to manage multiple tasks simultaneously and meet deadlines in a fast-paced environment.
  • Strong organizational skills and experience managing complex projects.
  • In-depth knowledge of international arms control and non-proliferation treaties and agreements.
  • Experience working with interagency partners and foreign governments.
  • Experience working within the DoD or a related government agency.

Preferred Experience

Preferred 5 years of expertise in a related discipline that is relevant to assess threat reporting, implementer activities, and political-military equities across multiple geographic regions, and issue strategic guidance documents related to threat reduction outcomes.

Responsibilities:

SANCORP is seeking a Nuclear and WMD Strategy Analyst to support the office of the Deputy Assistant Secretary of Defense for Nuclear and Countering Weapons of Mass Destruction (DASD NCWMD). The mission of the Office of the DASD NCWMD is to develop policy guidance; provide astute policy advice; and oversee planning, capability development, and operational implementation to assure warfighting and national security advantages in the mission areas of nuclear weapons and countering weapons of mass destruction. The following are examples of responsibilities:

  • · Pro-actively manage issue areas being supported, prepare written products, and provide technical expertise in support of the offices of the ASD HDHA, DASD HDI & DSCA, DASD DC&MA, and DASD NCWMD in accomplishment of their missions.
  • · Provide support, including on site staff support at the CTR Policy location as required to assist the fulfillment of responsibilities of the Cooperative Threat Reduction Policy Office (CTR), which include providing long-range planning and policy oversight and guidance for CTR and related programs, defining CTR and related program objectives, scope, direction and funding, advocating for the CTR and related programs within the US Government and Congress, submitting CTR funding requirements in the Planning, Programming, Budgeting and Execution (PPBE) process, as well as supporting interagency coordination, international negotiations, agreements, other diplomatic instruments that guide CTR engagements.
  • · Provide regional and function policy analysis in line with criteria that represent the essential conditions that must be met in order to consider programs and activities with CTR partners: Threat Reduction, Strategic Partnership, Contribution to Countering WMD and Nonproliferation Frameworks, and Unique DoD Contribution and Benefit.
  • · Assist in the development, coordination and management of regional or cross-cutting plans, policies, strategies and international agreements related to reducing the threat from, preventing the proliferation of, and disposing of WMD-related materials and delivery systems.
  • · Assist in defining and characterizing cooperative threat reduction and WMD proliferation prevention policies, issues and positions; maintain familiarity with offices and policies of other stakeholder U.S. Government departments and agencies.
  • · Support the creation of read-aheads, briefings, or remarks for use by leadership in meetings with foreign delegations, the interagency community, academic and policy groups, and other threat reduction stakeholders.
  • · Assist negotiating teams to complete political, legal and project-level implementing agreements between the DoD and CTR partner countries, as well as any necessary supporting analysis.
  • · Demonstrate subject matter expertise in Chemical, Biological, Radiological and Nuclear functional areas weapons, materials, delivery methods and systems, and dual-use technologies – that complement regionally and nationally focused threat reduction plans and policy discussions.
  • · Strong organizational skills that are transferable to overseeing files and management of bilateral treaties, understanding of multilateral conventions (CWC, BTWC, etc.), bilateral agreements (CTR Umbrella and Implementing Agreements, Status of Forces Agreements, Science and Technology Agreements, etc.), and other such agreements which impact , or potentially impact, or support CTR efforts in order to perform/support OSD and DTRA review, analyses, document generation, negotiation, and implementation of the CTR program.
  • · Exceptional analytic, interpersonal, oral and written communication skills to perform and support the identification, analysis and assessment of partner country regulations, laws, codes, and related legal documents and procedures that impact the requirements and execution of the CTR program to include those involving construction permitting, import and export of goods, licensing of good (e.g., medical products), taxation, local office registration, etc.
