Primary Purpose:

Manages essential functions as a Central Point of Contact (CPOC) for the operation of the Electric Transmission Grid in a safe, reliable and economic manner. Manages critical support of real-time system operations and mandatory NERC/WECC reliability standards. Requires a complete understanding of the Outage Coordination (OC) scheduling system, SDGE Electric Transmission Grid, transmission operations activities, Supervisory Control and Data Acquisition (SCADA) system that uses the Energy Management System (EMS) and field Remote Terminal Units (RTU). Manages communication between SDGE, the California Independent System Operator (CAISO), Western Electricity Coordinating Council (WECC) and all related utility Transmission System Operators with respect to system issues and outages.

Duties and Responsibilities:

Manages all electric transmission Central Point of Contact reports and coordinates manpower requirements for implementation of SCADA changes through the use of EMS applications software, OC scheduling applications, CPOC reports, and planning meetings to ensure SCADA change implementation will not delay internal and external business partners. Manages short, medium and long-term construction and scheduling outage plans utilizing CPOC reports, OC scheduling applications and historical databases. Establishes and maintains communications with internal and external agencies for all SCADA related activities and special projects. Understands and complies with NERC, WECC, CAISO and SDGE reliability operating standards. Represents Electric Grid Operations (EGO) at all San Onofre Switchyard Committee meetings as well as all other project planning, construction, and maintenance activities.

  • Manages long range Transmission Planning reporting requirements to WECC and the CAISO with revised Electric Transmission Schematic (ETS), System Operating Diagrams (SOD) and SCADA Inter-company Control Protocol information. Provides operational support to Transmission Planning and EGO with CAISO and WECC Participating Transmission Owner data requests for monthly database updates to meet the needs of CAISO marketing grid models and NERC reliability standards. Develops and sends EGO reports to WECC and CAISO on short, medium and long ranges plans of system changes and transmission outage requests. Supports other departments with their notifications for implementation of system changes and related documentation.
  • Manages the modification of the Electric Transmission Schematic for all system changes or other department needs. Creates electric grid model versions for WECC and CAISO reporting. Manages the publishing of the system changes after they occur for NERC, CAISO, WECC, and other Transmission System neighbors and federal authorities. Manages mimic board modifications. Maintains mimic board parts inventory, documentation and ordering of parts as necessary. Manages and installs mimic board lamp wiring and labeling, updating wire list documentation of lamp wiring and controllers. Assists real-time System Operators with testing of new mimic board lamps after installation. Implements mimic board modifications from reference AutoCAD master drawing.
  • Performs other duties as assigned (no more than 5% of duties).

Hybrid Schedule:

  • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire.

Required Qualifications:

  • 10 Requires knowledge of utility power system operations, principles and procedures with 10 years of experience.
  • Must have experience in power system control area concepts, interconnected operations, power grid circuit analysis, principles and procedures.
  • Must possess a working knowledge of NERC, WECC, and CAISO operations and criteria requirements.
  • Knowledge of Grid Control practices and procedures and related documentation required.
  • Must possess an understanding of the company's transmission system, the surrounding control areas, electric utility installations and components.
  • A strong understanding of electric system dynamics, transmission apparatus, protective relaying schemes, transmission switching procedures and control schemes specifically relating to transmission reliability is required.
  • Knowledge of substation Control Protection Notes and substation System Operating Diagrams is required.
  • Excellent computer skills related to the use of Word, Excel, general database applications and EMS computer operations is required.
  • Must be a self-starter and able to demonstrate excellent coordination with other groups whose business directly affects the Grid Control real-time operating floor environment.
  • Must have excellent oral and written communication skills.
  • Must be able to work individually as well as work within a team environment.

Licenses and Certifications

  • Must have a valid California driver's license.

Preferred Qualifications:

  • Bachelor's Degree A bachelor's degree in electrical engineering is desired but not required.
  • Experience with General Electric XA/21 EMS display development and editing, Power Network Applications, Dispatch Training Simulator operation, Network Status Processor development, and training and group presentations is desirable.
  • Thorough knowledge of SDGE's electric grid system and operations is a plus.
HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.
