Job Description
San Bernardino Community College District accepts applications for part-time, hourly substitute positions for our two college campuses (San Bernardino Valley College and Crafton Hills College) on a continuous basis. However, this does not imply the department is actively recruiting for this position. If there is an interest and/or need within the specific department, applicants who meet the minimum requirements will be contacted by respective department managers. Applications submitted will remain active for up to one (1) year.
This posting is to establish a pool of qualified applicants positions as Substitute Purchasing Technician.
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job; however, any additional duties will be reasonably related to this class.
SUMMARY DESCRIPTION
Performs a variety of technical, specialized clerical duties involved in the purchasing of materials, supplies, equipment, and services as necessary for the District.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from appropriate supervisor; checks with supervisor regarding non-routine assignments. May provide technical and functional direction to assigned student workers.
REPRESENTATIVE DUTIES
The following duties are typical for this classification.
  • Receives purchase requisitions and checks for completeness of data and for proper authorizations; performs audit tests, verifies budget, checks for completeness of contract documents, and recommends corrective action when necessary; ensures compliance with established policies, procedures, and guidelines.
  • Enters purchase orders in data entry system; routes copies to suppliers and distributes supporting documents to involved departments.
  • Processes purchase order change notice requests from departments as necessary.
  • Issues and prints purchase orders and purchase order change notices after final authorization and prepares for management signature.
  • Provides support to managers, departments, employees and suppliers regarding the purchasing function and the purchasing computer application; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
  • Maintains a variety of files and logs including master file and log of purchase orders issued; files requisitions and purchase orders.
  • Procures supplies and equipment from selected suppliers; obtains federal taxpayer identification number and other documentation from suppliers.
  • Assists in the preparation of bid documents for mailing and compiling of bids.
  • Assists campus personnel with inquiries relating to orders and shipments of goods; follows-up with suppliers regarding incomplete and delayed orders; coordinates return of goods and equipment with departments, warehouse, and vendors as necessary.
  • Maintains supplier master database and new supplier log.
  • Assists in the coordination of the District procurement card program and corporate account programs.
  • Provides support and training to users of the purchasing system and communicates with support staff and outside agencies to resolve issues.
  • Processes emergency purchase orders when appropriate.
  • Receives, handles or routes, calls from suppliers, salespersons, county offices, staff, and the public.
  • Assists in maintaining and updating the District's fixed asset inventory.
  • Performs other duties related to the primary job duties.

Qualifications
Education/Training: Equivalent to the completion of the high school.
Experience: Three (3) years of experience performing a combination of purchasing and financial recordkeeping duties.

Employment Requirements
The person selected for hire will be required to complete the following pre-employment requirements:
