Description

Make a difference for national security by joining a team of dedicated IT professionals who will sustain, modernize and transform the enterprise IT capabilities for the Defense Counterintelligence and Security Agency (DCSA). The Air Force and Combatant Commands Business Group of SAIC is seeking a Quality Assurance Manager to support a transformational infrastructure program for DCSA.

SAIC is proud to be supporting DCSA in safeguarding our nation’s information. DCSA is the designated oversight authority on the accreditation of classified facilities, information systems, and the insider threat program. This involves security oversight of more than 10,000 companies and approximately 13,000 facilities involved in classified work throughout the DoD and 31 Federal agencies.

Specifically, on the DCSA One IT program, SAIC will provide an enterprise IT solution that delivers highly secured and adaptable IT infrastructure, provides customer support, and cutting-edge technologies that support operations and advance the DCSA mission under a single IT environment (i.e., One IT).

Job Description

Overall lead, manager, advisor, and administrator responsible for monitoring and ensuring high-quality standards for all One IT work products, reports, processes, deliverables and supervising other quality assurance staff supporting the program.

  • Serves as Subject Matter Expert on quality assurance processes, contributes pertinent product or process knowledge and skill to all facets of the program, assists in interpreting and applying contract requirements and engineering specifications, and works with both contractor team staff and the customer’s CIO office, quality assurance staff and One IT task and team leads.
  • Interfaces with Government counterparts to identify roadblocks and opportunities and ensure products and services are delivered both securely and reliably, to improve the tools and environment that service DCSA’s trusted workforce.
  • Interfaces with One IT staff to train, motivate, coach and mentor/correct employees to ensure quality standards are being met.
  • Uses various methods of communication to inform and ensure staff are meeting or exceeding the quality standards established for the program, as well as to disseminate, implement, and enforce all QA-related details and policies of the program.
  • Implements prescribed methods for collecting, maintaining, and compiling data needed for incorporation into quality program reporting and updating.
  • Develops, reviews, and updates of the program’s Quality Management Plan (QMP) that describes application of the appropriate methodology and metrics for accomplishing and measuring Government-approved performance expectations and objectives.
  • Implements and executes processes, procedures, and test/validation plans that conform to the QMP, as well as to contract and regulatory requirements.
  • Implements and executes procedures for and conducts audit, inspection, documentation, reporting, and resolution of quality assurance issues at all stages of the life cycle across the enterprise system, including new and existing hardware and software products, data, databases, networks, servers, facilities, systems, and services.
  • Monitors all operations that affect quality, supervises/guides internal inspectors and quality assurance analysts, and communicates with external quality assurance officers prior to, during, and following on-site inspections, as needed.
  • Continuously observes and analyzes quality data records to intervene with new or adjusted quality control measures to address habitual or newly discovered areas of service or performance deficiencies.
  • Participates in the Program Kick-Off meeting and start-up activities to establish the Baseline QMP. Supports Transition-In activities as they relate to functional responsibilities.
  • Supports SAIC Corporate QA requirements as requested.


Qualifications

Required Qualifications

It is required that the Quality Assurance Manager have the following qualifications:

  • BA/BS with 14 years of relevant experience and a demonstrated understanding of QA processes and standards. A combination of education and experience can be used in lieu of a degree.
  • TS (SCI Eligible)
  • Strong attention to detail and organizational skills
  • Strong interpersonal and communication skills
  • Demonstrated understanding of QA processes and standards
  • Supervisory experience

Desired Qualifications:

  • MA/MS with 12 to 15 years of experience
  • TS/SCI
  • IAM Level I, Certification in one of the following areas, CAP, GSLC, Security CE
  • Demonstrated experience as a QA Manager on a program of similar size, scope and complexity
Target salary range: $155,001 - $165,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.SAIC accepts applications on an ongoing basis and there is no deadline.
Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
