JOB DESCRIPTION:

The Navy Business Group currently has a career opportunity for a Knowledge Management (KM)/Information Management (IM) training program analyst to provide support to Tactical Training Group Atlantic (TTGL) in Dam Neck, Virginia Beach, VA.

The individual in this position will provide training program analysis support and serve as a fleet program analyst and KM/IM action officer for the TTGL Training Director. Program analysts have experience at the senior level including supervisory experience. Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise.

The ideal candidate will be an experienced SharePoint applications programmer/designer, Microsoft Teams user and KM/IM SME with recent applicable fleet training experience at the carrier strike group staff level. In addition, he/she will have at least six years of applicable experience in:

  • U.S. Navy training operations, policy, doctrine, systems, and staff procedures.
  • Managing/ prioritizing projects involving stakeholders.
  • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
  • Conducting fleet training analysis/assessment to identify gaps, training needs and solutions
  • Excellent time management and communication (written and verbal) skills, including public speaking and presentation.

Specific KM/IM Functional Area duties include:

  • Develop KM requirements and identify/recommend processes to address gaps and better align core processes using IM tools and techniques.
  • Assemble and lead teams to identify problems and assess, correct and implement solutions, analyze reports, and make recommendations to the government regarding products and processes.
  • Conduct semi-annual (or as required) KM assessments to determine the types of knowledge required for key processes; identify disconnects between sources of knowledge and processes; and map KM vision, goals and objectives to draw relevant linkages for the development of a KM strategy and roadmap.
  • Upon completion of each KM assessment, provide the Government with a report detailing findings and recommendations for work force development plans to address identified deficiencies.
  • Provide training to Government personnel and other contract personnel on processes, procedures, products and tools; develop user training guides for all tools and capabilities developed or selected as a "system of record" to support the organization; leverage available DoD, learning management systems (LMS), and commercial off the shelf (COTS) products to support organizational workforce training, education and competency activities; and provide data analysis, research, position papers, planning documents, program status reports, and inputs to IM and KM processes.
  • Assist in the delivery of expert academic and operational instruction in KM; tactics, techniques, and procedures (TTP); doctrine; and best practices to fleet personnel, to include all aspects of IM and KM. This will include instructing fleet users on employment of coalition networks for information exchange, such as Combined Enterprise Regional Information Exchange System (CENTRIXS) or Battlefield Information Collection and Exploitation (BICES).
  • Provide government representatives with accurate lessons learned feedback and/or assessment of exercise results, including assessment of Navy Mission Essential Tasks (NMET) in the area of KM/IM during regularly scheduled Fleet Response Training Program (FRTP) events (e.g., Fleet Synthetic Training [FST]), and other exercises/events as required.
  • Develop IM requirements and identify processes and technology opportunities to address gaps and better align core processes using IM tools and techniques.
  • Execute tasks in the development and maintenance of Microsoft Office SharePoint Server (MOSS) portal sites and the master content portal for TTGL.
  • Collaborate with team members to identify problems and assess, correct and implement solutions; analyze reports and make recommendations about products and processes; and analyze internal architectures, systems integration, tool development and enabling technology recommendations to support core processes.
  • Provide training for Government and contractor personnel on processes, procedures, products, and tools; develop user training guides for all tools and capabilities developed or selected as a "system of record" to support the organization; leverage available DoD, LMS, and COTS products to support organizational workforce training, education and competency activities; provide data analysis, research, position papers, planning documents, program status reports, and inputs to IM and KM processes.
  • Develop portal related concepts and plans, draft policies, and implement solutions. Reduce redundancies, increase accuracy of data, increase collaboration by using MOSS Enterprise Web Portal capabilities.
  • Copy, edit, and proofread TTGL web content; archive web-based information for future needs; reference, train and support users of the web content management system; track and report on all site metrics; and combine continuous performance improvement efforts with workflow automation technology capability to develop organization-wide standard business practices.
  • Provide primary website support for NIPR, SIPR and CENTRIXS enclaves to include website design, file management, document posting and archiving, and other related webmaster functions as required.

Qualifications

REQUIRED BACKGROUND / EDUCATION / SKILLS:

  • U.S. citizen with Bachelor of Science or Arts degree and Secret clearance.
  • Active military duty experience including recent strike group staff operational experience at the senior enlisted or mid-grade officer level (or higher).
  • Six (6) years of general program analyst and Functional Area experience (10 years in lieu of degree will be considered); see detailed tasks above.
  • Familiarity with Collaboration at Sea (CAS), Combined Enterprise Regional Information Exchange System (CENTRIXS) and Battlefield Information Collection and Exploitation (BICES).
  • Proven written and verbal communication skills at the senior executive level with ability to act independently and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.
  • Experience in use of MS Office (e.g., PowerPoint) products.

DESIRED BACKGROUND / EDUCATION / SKILLS:

  • Bachelor of Science degree in Information Systems or Communications
  • Experience as SharePoint applications programmer/designer.
  • Familiarity with the Fleet Readiness Training Plan (FRTP) and Fleet Training policy documents, including the Fleet Training Continuum (FTC).
  • Familiarity with the requirements for carrier strike group (CSG), amphibious ready groups (ARG), and Independent Deployer training.
