DefinitionBudget Analysts perform a wide variety of professional level budget analysis and development duties involving the preparation, administration, maintenance, review and control of the Court's budget; maintain specialized financial records and statistics and prepare financial reports; provide consultative services to Court management staff; perform related duties as assigned.Budget Analyst is one class with two salary levels. The level at which appointments are made and when advancements occur are at the discretion of the appointing authority.Budget Analyst (Level I) is the entry and journey level. Under close or general supervision, incumbents perform analytical and consultative duties of average difficulty. This level is flexibly staffed with Budget Analyst (Level II), and incumbents may advance to the higher level after demonstrated proficiency.Budget Analyst (Level II) is the advanced journey level. Under general supervision, incumbents perform analytical and consultative duties of above average difficulty and may be responsible for mentoring and training other staff.The salary range for Budget Analyst (Level I) is $39.17 - $47.59 per hour.The salary range for Budget Analyst (Level II) is $46.95 - $57.08 per hour.Distinguishing Characteristics The Budget Analyst is distinguished from other analyst or administrative classifications in that these positions perform specialized and professional budget related duties. Positions allocated to the Administrate Services Officer series perform a wide variety of administrative support deities, including budgets, policies, procedures, organization, planning, contracts, facilities, systems, equipment, supplies, personnel, and special projects. This is a specialist level class. Budget Analyst spend the majority of their time focusing specifically on the Court's budget and financial services.
EXAMPLE OF DUTIES
Duties may include, but are not limited to the following: 1. Assists in developing the Court's budget and in conducting multi-year budget planning using information from the Judicial Council of California, Department of Finance, and other state, county and federal sources; prepares preliminary and final budget documents.2. Monitors meetings of the Judicial Council of California and advisory committees that consider allocations to the Court from the state budget; works closely with Judicial Council of California staff to ensure that allocations are correct; monitors legislative activity on the state budget affecting Judiciary Branch funding.3. Maintains data and systems for budget tracking and reporting and generates reports; notifies division of fund status and budget variances; assists division with issues related to funds availability, fund transfers and budget compliance; prepares and participates in the preparation of the Court's annual budget, including analysis and estimates of expenditures; analysis and projections of revenue; review of intra-department requests and sub-budgets; recommendations on allocations of funds, personnel and account coding.4. Analyzes historical data; develops expenditures and revenue forecasts; prepares baseline budget and revisions as needed; analyzes, evaluates and processes budget proposals; reconciles allocations by source of funding; prepares and processes transfer of budget allotments. 5. Analyzes and evaluates requests from division personnel for changes in budget allocations throughout the fiscal year in such areas as staffing levels, facilities, systems and equipment; coordinates and consults with other division personnel; makes recommendations; obtains final approval for changes.6. Assists in the planning, organization and conducting of budget studies, including improvement projects of court-wide significance or specific to a court division; provides budget information, instruction and assistance to Court staff.7. Makes recommendations on budget matters to higher level staff, and assists in implementation and monitoring of changes.8. Participates in and conducts studies of new and existing programs and special projects to determine feasibility and resolve problems including organizational, budget and fiscal research and analysis; analyzes proposed legislation to determine funding impact on Court programs.9. Assists in the management of the Court budget by evaluating existing and proposed organizational structure, policies and procedures.10. Reviews, analyzes and recommends to management organizational policy and procedures for division operations; participates in the development of new or revised programs, systems, procedures and methods of operations.11. Represents the Court in budget and fiscal matters to various management staff and other agencies.12. Responds to requests from the public and other governmental and private entities for organizational, technical, operational and budget information for the development, scheduling, implementation and monitoring of programs and projects that impact Court divisions.13. Prepares narrative, graphical and statistical reports with alternative solutions for resolving issues; uses computer software to develop and maintain databases and spreadsheets and prepares correspondence and other written materials.14. May lead and provide work direction to clerical and technical staff.
