Sacramento Municipal Utility District is Hiring an Internal Auditor, Journey Near Sacramento, CA

This posting intends to fill one (1) regular full-time position, and establish an eligibility list which may be used to fill future limited-term or regular full-time positions over the next two (2) years.

We are seeking a journey level auditor to join our internal audit team at SMUD.

The Team: The Internal Audit team plays a critical role in providing assurance that processes are operating efficiently and effectively, and that SMUD is in compliance with policies, procedures, laws, and regulations. By providing independent and objective assurance to management and the Board, we strive to help improve the overall success of SMUD and its customers. We often perform challenging, complex audits, providing our team with opportunities to learn new processes and programs and identify opportunities for improvement.

The Position: In this position, you will be responsible for completing internal audits, including the execution of fieldwork and preparation of detailed workpapers, usually under the direction of a lead auditor. You could also assist in the planning and reporting phases of individual audits, including the development of the risk assessment, audit objectives, and scope as well as the preparation of audit reports. This position will be primarily focused on operational and performance audits, agreed upon procedures, and other special projects. You will also build and maintain effective relationships within our team and across SMUD.

The successful candidate will:

  • Quickly obtain an understanding of new business areas and their related processes.
  • Be detail oriented but still understand how your work impacts the overall audit and SMUD.
  • Organize and lead effective meetings with team members and stakeholders, and communicate findings and recommendations to management.
  • Collaborate constructively and respectively with team members and work effectively with stakeholders across SMUD.
  • Maintain effective communication with the lead auditor and manager and be able to adjust the audit approach as the situation warrants.
  • Provide constructive feedback and be open to feedback from peers, team members, and others.

We are looking for candidates with internal and/or external auditing experience, preferably with operational and performance audits. Certified Internal Auditor or other relevant certification is a plus.

Purpose

To perform internal audits and other engagements to provided risk-based, objective, independent, and reliable assurance, advice, and insight to support the achievement of SMUD’s strategic objectives.

Nature and Scope

This classification is comprised of two levels: Level "E" is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level "J" upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD.

Duties and Responsibilities

  • Performs all phases of audits and consulting activities including planning, fieldwork, and reporting to ensure compliance with departmental and professional standards.
  • Develops audit objectives, audit programs, and the appropriate scope and procedures that addresses governance, risk, and control processes.
  • Documents and organizes audit results in work papers to support the results of the audit.
  • Communicates effectively with stakeholders and Audit management throughout the audit process.
  • Conducts follow-up of responses for assigned audit projects; evaluates the adequacy of the corrective action and the plan for follow-up testing.
  • Assists in the development, implementation and maintenance of SMUD audit policies, procedures and standards by assessing current audit processes.
  • Promotes staff safely and a safe work environment.
  • Performs related duties as required.

Required Education

  • BA/BS degree from an accredited college or university majoring in Accounting, Finance, Business Administration, Public Administration, Quality, Engineering, or related field or equivalent experience. If no degree, seven (7) years of experience is required.

Required Experience Qualifications

  • Three (3 ) or more of progressively responsible relevant work experience in auditing, financial analysis, reporting and accounting and/or quality assurance, which may be any combination of operational audits, safety, environmental or other regulatory compliance audits and quality assurance activities such as process improvement.

Knowledge Of

IIA Standards, Safety policies, practices and procedures; Project management methodologies, including procedures and practices for monitoring and managing multiple projects; Methods and techniques for training staff; Concepts related to governance, risk, and control; Methods and techniques for planning audits, including risk assessments and audit program development; Methods and techniques for executing audits, including preparing and reviewing workpaper documentation; Methods and techniques for written communication, including report preparation and writing; Verbal communication skills; Techniques and practices for resolving complex issues; Techniques and practices related to negotiations and compromise.

Skills To

Perform audit planning and fieldwork to ensure quality engagements; Assess conformance with applicable standards, codes, policies, procedures, and regulations; Document and organize evidence to support engagement results; Understand and apply governance, risk, and control processes; Identify the causes and/or root causes of issues; Gather and analyze data; Communicate effectively both verbally and in writing; Manage and monitor multiple projects; Interact with others to influence, motivate, and challenge; Collaborate effectively with others to build partnerships and drive results toward shared objectives; Support an environment that embraces change; Optimize work processes to conduct work in an effective and efficient way and in support of continuous improvement.

Desirable Qualifications

  • Certified Internal Auditor (CIA) or Certified Public Accountant (CPA)

Hybrid Work

This position may be eligible for SMUD's remote work employee benefit, the schedule of which will be determined by the successful candidate and the Hiring Manager. Currently, the successful candidate will be required to report to onsite at least one day per pay period. Please be aware that should SMUD’s business needs change, emergencies occur, or various other reasons arise, you may be required to report onsite more frequently.
