This posting intends to fill one (1) regular full-time position, and establish an eligibility list which may be used to fill future regular full-time or limited-term vacancies over the next two (2) years.

SMUD's Fleet Asset Coordinator position will be primarily responsible for:

  • Managing Fleet operations with the SAP tool: vehicle masters, maintenance plans & strategies
  • Fleet regulatory requirements for vehicle replacements & capital support
  • Act as subject matter expert in (ACF) Advanced Clean Fleets Regulation: Understanding the path of compliance, when and how to write exceptions,and maintaining fleet in the trucker's database
  • Assist in other fleet projects and or requirements

On-site Work

This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.

Purpose

The Fleet Asset Coordinator is responsible for performing fleet management functions involved in the planning, budgeting, scheduling, acquisition, and replacement of vehicles and equipment comprising SMUD's transportation fleet. The incumbent will develop comprehensive technical specifications and standardization efforts for obtaining fleet related vehicles and equipment. This individual will ensure that fleet assets and related operations comply with existing federal, state and local construction, safety and air quality regulations and standards.

Nature and Scope

Serves as a technical or functional expert or consultant ensuring that SMUD's transportation fleet meets the work needs and requirements of SMUD. Assumes responsibility for resolving complex problems and overseeing complex projects. May also serve in a lead role and assist in planning, coordinating, prioritizing, monitoring, and evaluating the work results in assigned area and in selecting, training, motivating, evaluating, and developing lower-level personnel.

Duties and Responsibilities
  • Performs fleet management and coordination functions related to the development, acquisition, and replacement of fleet assets; identifies what vehicle/equipment assets are needed in conjunction with SMUD managers and supervisors; determines if assets should be purchased, rented, etc.; develops detailed specifications related to the acquisition process; coordinates RFP and purchasing processes; schedules delivery of assets; and decides if and when existing vehicle/equipment assets should be replaced based on analysis of maintenance and usage records.
  • Develops and obtains management approval of transportation projects and program management plans; defines work scope, responsible parties, schedule, budget, and other resources required to complete proposed and approved projects.
  • Develops and monitors annual fleet capital budget; and provides monthly, quarterly and annual reports and assists in the budget variance evaluation process.
  • Directs, coordinates and monitors the activities of staff and manufacturing teams to ensure projects are executed on schedule and within budget; oversees the quality, completeness, work schedule and costs of work accomplished by project staff and manufacturing teams including automotive manufacturers, fleet body builders, and crane and equipment manufacturers.
  • Coordinates with Sacramento Metropolitan Air Quality Management District (SMAQMD), California Air Resources Board (CARB), and other environmental and regulatory agencies to evaluate impact of mandated policies and programs and develop recommendations on SMUD fleet operations; and researches, monitors, recommends, and incorporates new technology and fuels available through manufacturers and vendors to comply with SMUD's emission reduction goals, regulatory requirements, and environmental policies.
  • Prepares, solicits, evaluates, and awards technical bids for fleet related purchases; creates and awards purchase orders to successful, responsive bidders for purchases in accordance with SMUD's Self Service Supply Chain Program; and creates blanket purchase agreements with equipment rental vendors and material suppliers to support SMUD's equipment rental/lease program and fleet operations.
  • Provides direction to prepare and develop master blanket agreements, prepare materials budget, schedule and monitor inventory materials and stocking levels; and monitors, provides support and reports vendor performance.
  • Manages the program for Department of Motor Vehicle (DMV) compliance and disposal/sale of retired SMUD vehicles, fleet equipment, and miscellaneous fleet and SMUD materials.
  • Monitors and tracks fleet utilization.
  • Coordinates efforts and support for SMUD's Supplier Education and Economic Development (SEED) program and SMUD's Sustainable Operations Plan.
  • Administers Vehicle Manufacturer Warranty Recovery Program.
  • Performs other related duties as needed to include working outside of typical business hours when necessary.
Required Education
  • High School diploma or equivalent.
Required Experience Qualifications
  • Five or more (5 ) years of progressive experience in fleet operations and maintenance, SAP, materials management, budget preparation and monitoring, asset recovery, transportation regulations, vehicle inspections and regulatory requirements.
Knowledge Of

Safety policies, practices and procedures; fundamentals and practices of project management; fundamentals and practices of contract management; concepts, procedures and practices for cost control and budget administration; management report preparation and writing; communication and relationship management with external partners; federal, state and local laws, codes and regulations governing alternative fuel regulations; concepts related to evaluating and recording performance results; fundamentals and practicalities of vehicle and equipment design and operation; mobile emission reduction technologies; business case development and evaluation methods; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.

Required Licenses/Certificates
  • Must possess and maintain a valid California Driver's License and a satisfactory driving record (not more than two moving violations in the last two years).

  • Knowledge of policies, procedures, applicable MOUs and other special agreements related to transportation operations.
