Job Overview:

As a Senior Test Analyst focused on architecture and technical engineering, you will play a key role in ensuring the technical quality and security of various State Medicaid platforms. You will be involved in oversight of technical test activities, assisting in setting technical standards and validating compliance with security protocols leveraging your extensive Medicaid experience.

Responsibilities:

  • Technical Leadership: Provide technical leadership for test activities, including planning, execution, and reporting, with a focus on Medicaid system implementations
  • Testing Standards: Set and maintain testing technical standards and guidelines, overseeing testing activities across multiple technical solutions, while considering the specific requirements of Medicaid Enterprise Systems (MES)
  • Security Compliance: Validate that all technical and security standards are met, particularly those specific to Medicaid architecture and technical requirements, ensuring the security of our systems and data
  • Medicaid System Expertise: Leverage your 5 years of prior experience in Medicaid system implementations to guide technical decisions and best practices
  • System Architecture: Ensure that all testing activities are completed within the State Medicaid Agency's technology system architecture, aligning with and supporting business goals, while adhering to Medicaid-specific architecture guidelines
  • System Security Plan (SSP): Create and review System Security Plans (SSPs) that are tailored to Medicaid systems, ensuring robust security measures
  • Plan of Action and Milestones (POAM): Develop and manage Plans of Action and Milestones (POAMs) specific to Medicaid implementations to address security vulnerabilities and compliance issues
  • Role Verification: Verify system security roles and separation of duties in the context of Medicaid systems to mitigate potential security risks.
  • Test Automation Strategy: Develop a test automation strategy to enhance efficiency and reliability in our testing processes
  • Vendor Test Automation Evaluation: Evaluate Vendor test automation processes and tools to ensure alignment with the automation strategy
  • Technical Workflow Activities: Verify technical workflow activities to ensure smooth and error-free operation of the systems
  • Data Conversion Oversight: Ensure that the Vendor responsible for designing, analyzing, and managing all data within the system is performing activities that will help ensure successful data conversion
  • Interface Specification Documentation: Ensure sound interface specification documentation to facilitate data exchange between various system components
  • Network Architecture Review: Verify that the network architecture supports all hardware and software components, ensuring a secure and reliable infrastructure

Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, or a related field
  • Proven experience in technical leadership and test activities, with a focus on Medicaid system implementations (5 years of Medicaid experience required)
  • Strong knowledge of technical testing standards and practices, especially in the Medicaid context
  • In-depth understanding of Medicaid architecture and technical requirements, along with current knowledge of best practices
  • Experience with System Security Plans (SSPs) and Plan of Action and Milestones (POAMs) for Medicaid systems
  • Experience in developing and implementing test automation strategies to enhance testing efficiency
  • Experience in evaluating and selecting Vendor test automation processes and tools for alignment with the automation strategy
  • Proven ability to verify technical workflow activities to ensure the smooth operation of systems
  • Demonstrated expertise in overseeing data conversion activities to ensure successful data migration
  • Track record of ensuring the availability of sound interface specification documentation for efficient data exchange
  • Experience in reviewing and verifying network architectures to support all hardware and software components securely
  • Excellent communication and problem-solving skills
  • Ability to work collaboratively across teams and departments
