RWD Consulting is Hiring a Facility Security Officer Near Bethesda, MD

Facility Security OfficerCandidates Must Possess A Secret (or above) Clearance To Be ConsideredQualifications:

  • Experience performing Personnel Security functions is required.
  • Knowledge of the DoD Regulation 5220.22-M, National Industrial Security Operating Manual and applicable Intelligence Community Directives (ICD) desired.
  • Experience with DoD clearance process to include but not limited to DISS , NBIS, DD254, eCPRL, SF86 and Foreign National Association desired.
  • Ability to communicate effectively both orally and in writing with all levels of staff.
  • Ability to display tact, discretion and diplomacy in dealing with all levels of IDA staff and the public.
  • Proficiency in use of computers and Microsoft Office products.
  • Candidates are required to have an active Secret (or above) clearance.
  • Knowledge of an extensive body of security rules, procedures, or operations requiring extended training and experience to perform a wide variety of interrelated or non-standard procedural assignments and resolve a wide range of problems.
  • Extensive knowledge of Personnel Security Program regulations, directives, policies and guidance established affecting employment, position sensitivity, and eligibility process of employees.
  • Working knowledge of security program and techniques to resolve questions and conditions, to consider clearance level required, adjudicate security clearances when clear-cut derogatory information is present in investigative information.
  • Skill in oral communication in order to establish and maintain working relationships with military and civilian personnel, to explain personnel security regulations and procedures, to resolve problems; and to explain the results of investigations and clearance levels.
  • Knowledge of security clearance processing requirements and procedures in order to review, analyze and forward actions and make recommendations on cases involving significant derogatory information.
  • Ability to communicate orally and by written means in order to provide briefings, debriefings, training, and prepare correspondence.
  • Knowledge of and skill in utilizing computerized data systems to prepare correspondence or documents, and input, update, and retrieve data in processing and preparing security clearance requests and reports. A qualified typist is required.

5.1.3 Education:

  • High School diploma or equivalent.

5.1.4 Experience:

  • 5 years of clerical experience.
  • Personnel Security Analyst shall have 3-5 years of personnel security experience.
  • The individual must have a documented work history demonstrating success at increasing levels of responsibility and project complexity in the area of personnel security.
  • The individuals must have good critical thinking and writing skills and the ability to facilitate complex discussions with stakeholders.

5.1.6 Daily Tasks Summary (to include but not limited to):

  • Acknowledge all emails by COB of that work day.
  • Log in and set status icon to ‘available’ via Microsoft TEAMS during working hours.
  • Assist with PSP inspections and surveys under the communication and information security programs.
  • Review employee candidate background investigations/checks to include but not limited to SF86, SF85P, SF85 and other mitigating documents, as applicable, for approval Security Manager to issue interim access pending receipt of final adjudication.
  • Maintain and submit internal team status reports and investigation progress tracking documents, provided by and as required by government agent.
  • Review, analyze, and evaluate background investigations and /or determine results for Federal civilian, contracted & volunteer employees, and military personnel.
  • Verify clearance eligibility requests via DISS.
  • Initiate and review SF85, SF85P and SF86 applications via NBIS eAPP.
  • Submit eAPP applications to the reviewer for approval.
  • NBIS eAPP helpdesk. Aid applicants with completing the SF85, SF85P, and SF86. If unable to resolve the issue provide DCSA contact information to resolve the issue.
  • Request supporting documentation from applicant related to financial, criminal, or other matters, as required.
  • Send yearly reminders for signatures on the DD 2981 form for employees with a completed childcare check.
  • Submit Installation Records Check (IRC) request to DHA daily.
  • Initiate, review and submit 5 year CBC reverifications.
  • Initiate, review and submit Continuous Vetting (CV) applications.
  • Maintain an electronic record on all vetting requests.
  • Update established trackers daily.
  • Liaison between MTFs under the DHN NCR, DHA, CHRA, DCSA, DoD CAS, DOHA, and CSSC.
  • Review and sign DD 2875 SAAR forms
  • Review and sign TASS forms for clearance verifications for CAC issuance.
  • Approve/Disapprove employees to in-process
  • Review daily notifications in DISS. Take action as appropriate.
  • Update and maintain the CNACI Tracking and Badging (T&B) System.
  • Maintain DISS (in-process/out-process employees)
  • Answer emails and phone calls in a professional manner.
  • Submit a monthly report of tasks accomplished throughout the month to the Director of Human Resources and Manpower Division.
  • Complete a one-time mail clerk training at WRNMMC.
  • Drop off and/or pick up mail from WRNMMC.
  • Maintain yearly required training.
