Job Summary :

RTX is currently seeking an experienced Program Management, Planning & Scheduling professional to join their Program Design & Planning organization .

In this role, the individual will be responsible for several key tasks :

The Program Planner will create and maintain the Program Master Phasing Schedule and Integrated Master Plan / Integrated Master Schedule (IMS).

This involves developing a network and integrated workflow of schedule activities to ensure an accurate, appropriate, and effective plan for the scope of work.

The Program Planner will perform detailed analysis to ensure the accuracy and completeness of critical path, risk integration, IMS structure, and evaluate trends and schedule-related metrics.

Additionally, they will review and implement IMS coding, outlining structures, and adhere to directives and department scheduling best practices.

The IMS will be resource-loaded for applicable scope with target budgets, demonstrating thorough cost and schedule integration.

The Program Planner will communicate schedule status, including results of critical path analysis, schedule variance analysis, and what-if exercises, to the Planning Lead, Program Manager, customers, and senior management as needed.

Responsibilities to Anticipate :

Interfacing and partnering with the Program Management Office, Engineering, and Operations.

Provide guidance and analysis in the areas of Project Management, Budgeting, Scheduling, and Variance Analysis.

Collaborate with the Program Management Team providing advice, consultation, and analysis regarding creation and execution of the program plan.

Provide direct support to the Program Management Office for the development of integrated master schedules in support of proposal and contract specific needs.

Engage with Customers (internal and external) in support of IMS as a deliverable.

Implement and maintain IMS coding, outlining structures and adherence to scheduling best practices (including Earned Value) Lead regular program statusing effort and ensure Estimate to Complete (ETC) budgets and durations are properly reflected in the project schedule.

Responsible for the development, maintenance and analysis of integrated master schedules developing the network / integrated workflow of schedule activities to ensure accurate, appropriate, and effective use of engineering technical and other data.

Maintain baseline (cost and schedule) to ensure alignment with statement of work (SOW) and any contract changes, lead rolling waves.

Analyze schedule information and report on critical path, risk, structure, trend, and EV analysis; provide recommended corrective action to ensure projects meet contractual obligations;

proactively address schedule and resource conflicts which could cause delays and report risks to management.

Prepare detailed schedule reports as required (critical path view, baseline vs actual view, look ahead view, milestone view, "what-if" scenarios);

communicate status and issues to leadership via reports and presentations.

Basic Qualifications :

Typically requires a University Degree and a minimum of 8 years of prior relevant experience. Alternatively, an Advanced Degree in a related field and a minimum of 5 years of experience would also be considered.

In the absence of a degree, 12 years of relevant experience is required.

US Citizenship is mandatory for this role.

Familiarity with the DoD (Department of Defense) and US Government contracting environment is essential.

Proficiency in Microsoft Office tools is expected.

Preferred Qualifications :

Proficiency in the use of scheduling tools, Microsoft Project preferred.

5 years’ experience in the development and maintenance of project schedules.

An understanding of schedule hierarchy, IMP / IMS implementation, resource loading, Earned Value techniques and cost reporting.

Candidates must also have a firm grasp of the principles of network logic, baseline, total slack, start / finish variance, experience with WBS elements and implementation, resource loading and is familiar with SOWs.

Knowledge of SAP / ERP a plus

Ability to work in a dynamic environment to support multiple program teams.

Excellent written and oral communication skills.

Excellent interpersonal skills and demonstrated ability to coordinate with, and extract input from, a diverse, cross-functional team.

Self-reliant, team player who has attention to detail and can also prioritize his / her workload.

Additional Information :

The salary range for this role is 105,000 USD - 221,000 USD. The salary range provided is a good faith estimate representative of all experience levels.

RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education / training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and / or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and / or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
