Rockland Trust is Hiring a Third Party Risk Program Manager Near Norwood, MA

Rockland Trust seeks an experienced Third Party Risk Management Program Manager. We offer options to work at our Plymouth and Norwood offices in a hybrid model or remotely. This position will report to the Operational Risk Officer and work closely with business units, IT, second line risk management and external contacts (e.g., third parties) as a thought leader in the maturation of the Third Party Risk Management Program, driving best practices, a risk based approach, and adherence to regulatory requirements. The TPRM Program Manager will oversee a portfolio of Third Parties and work with all levels of the organization to execute program requirements, including risk assessments, due diligence, and monitoring the Bank’s third party risk and control environment. Results will be documented in the Archer governance, risk and compliance (GRC) system.
Primary Duties And Responsibilities
  • Oversee the TPRM Program, TPRM Officers and TPRM activities, such as scheduling and conducting risk assessments with business units, requesting and reviewing due diligence documentation and ensuring all assessments scheduled to be completed are performed timely and accurately.
  • Manage the maturation of the Third Party Risk program including Risk Central design and maintenance working with GRC team. Ensure processes and procedures align with authoritative guidance and regulatory bodies.
  • Act as a Third Party Risk subject matter expert, providing advice, training and support to business units, operational areas and IT
  • Track, monitor and report on established Key Risk Indicators (KRIs) that govern and monitor the Third Party Risk Management program
  • Complete the monthly TPRM Quality Assurance (QA) review and report any analysis or concerns to the Operational Risk Officer
  • Oversee the completion of the Foreign Vendor review and TPRM Critical Vendor quarterly reporting
  • Coordinate due diligence over new service providers and the execution of third party risk assessments
  • Develop and execute Third Party Relationship and Engagement Manager reporting, training and community of practice forums, ensuring all roles and responsibilities are understood
  • Escalate material Third Party Risk Management issues and risks to the appropriate governing bodies and stakeholders
  • Act as key contact for internal audit and regulator third party exams. Own and resolve associated findings.
  • Oversee and review various quality assurance and exception reporting reviews, such as Accounts Payable procedure review to determine if any control breakdowns, gaps or negative trends
  • Provide program status updates and critical third party updates to various governance committees including but not limited to the Operational Risk Management Committee (ORMC) for review and feedback
  • Partner with PMO, Legal, Procurement and other functions as appropriate to coordinate TPRM activities with these functions
  • Ad hoc duties as assigned
Qualifications
  • Minimum of Bachelor’s degree
  • Minimum of 5-7 years of third party/vendor or related risk management experience at a bank similar in asset size to, or larger than, Rockland Trust, or comparable experience working at a bank regulator
  • Prior experience utilizing a governance, risk and compliance (GRC) system comparable to Archer
  • Experience in developing, maintaining and enhancing Third Party reporting
  • Prior experience documenting process playbooks with technical skills a plus
  • Experience assessing Information Security, Compliance, Contract SLA’s/Performance Metrics
  • Ability to independently complete work when needed, while collaborating with others at all levels across the organization
  • Self-motivated, organized and flexible
  • Strong interpersonal, communication and analytical skills
  • Process improvement, advisory and continuous learning mindset
  • Experience working under tight deadlines with multiple deliverables
  • Strong attention to quality and detail
  • Professional Risk Management certifications a plus
