General Definition of Work
Performs intermediate advanced human support work in the support and assistance of agency clients with personal, social, health, mental health and economic needs, investigating neglect complaints, interviewing individuals, assessing needs, developing service plans, managing case, maintaining records and files, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the assigned supervisor.

This position is integral to the service delivery system, which serves abused, neglected, dependent and delinquent children whose temporary custody has been awarded to the County.

Qualification Requirements

Examples of Duties

  • Assists with a variety of treatment modalities used to modify or remedy problematic family situations in order to achieve permanence for children.
  • Develops and prepares service plans to meet needs in areas such as physical/mental health and housing; handles referrals for counseling and mental health services.
  • Interprets laws, policies and regulations to specific area of responsibility.
  • Completes home studies and/or home visits on ongoing cases; testifies in criminal and civil court cases.
  • Conducts continuous assessment of client and family needs and develops appropriate treatment plans.
  • Arranges placements in day care centers, foster homes and adoptive homes.
  • Makes referrals for child protective services.
  • Prepares a variety of reports and other types of correspondence; submits required reports to State; maintains files and records; enters a variety of data into computer system.
  • Coordinates service with other agency services and programs.
  • Reviews foster care; recruits families for foster care of children; researches funding sources.
  • Provides services to women experiencing unwanted or unplanned pregnancies; assists women in contacting maternity homes and accessing maternity home funds.
  • Reviews intervention plans and staffing with family and supervisors on case progress to determine if families are meeting established goals.
  • Assesses parental ability to provide for children's physical and emotional needs.
  • Assists individuals and their families in arranging for placement via interviews to determine client needs; assists with completion required applications.
  • Other related duties and responsibilities within the foster care unit may be required.
Knowledge, Skills and Abilities
Thorough knowledge of department policies and procedures; thorough knowledge of applicable local, Federal and State laws, rules and regulations; thorough knowledge of community resources; thorough knowledge in preparing reports and other types of correspondence; thorough knowledge in the use of standard office equipment and associated software (e.g. WIRM, NC ID, NC MUST, and NC TRACKS); ability to plan and organize work and to understand and interpret laws, policies and regulations; ability to multi-task; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to apply governmental accounting practices in maintenance of financial records; ability to assess and analyze budgets; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with clients, associates, court staff, law enforcement staff, mental and medical health providers, social agencies and the general public.
Physical Requirements
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, sitting, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, exposure to fumes or airborne particles, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

Minimum Qualifications

Bachelor's degree with coursework in human services, or related field and moderate experience in social work in a community setting, or equivalent combination of education and experience.
Applicants who meet the education requirements but not the work experiences will be considered for a trainee status or work against.

Supplemental Information

Must complete required certification and training requirements as determined by the County and within the specified time frames for the position, based upon the area of assignment.
Valid driver's license.
Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.

The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. Ford Federal Direct Loan after you have made 120 qualifying payments on those loans while employed full-time by certain public service employers. Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.
Paid Time Off
This benefit is available to regular employees working at least 20 hours per week. Time off includes:

Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
Supplemental Retirement Plans
NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan.
Other Insurance
Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.
Direct Deposit
All employees are required to have direct deposit.
Other Benefits
Credit Union: Employees of the County are eligible to open accounts at the Local Government Federal Credit Union.
Annual longevity payment beginning with the 6th full year of full or part time regular employment
