Employee is responsible for reviewing property cards for completeness and accuracy and transferring data from real property documents such as deeds and wills to tax records. Work also involves assisting the general public, lawyers, realtors and others in areas involving land records. Duties assigned to employees in the position may vary slightly according to the specific needs of the department and division of workload. Employee must exercise some independent judgment in properly completing assigned tasks. Employee must also exercise tact, courtesy and firmness in frequent public contact. Work is performed under general supervision of the Tax Appraisal Supervisor.
EXAMPLE OF DUTIES
  • Operates an electronic data processing machine to enter coded information into the County computer, prepare data and verify that all information for data entry is accurate and correct.· Reviews field data associated with the appraisal of real property and organizes data for use in various divisions of the Tax Department.· Enters into computer system data concerning real estate, including ownership, name changes, address changes, acreage, fire district or city limit changes, rezoning, etc.; prepares records of new parcels created in property splits; enters soil types for use in determining Farm Use Deferment applications; transfers values from appraisal files to billing files; reviews files and compares against other records to ensure accuracy, amending as necessary; prepares printouts of reports, forms, records, lists, indexes, etc., as necessary.· Researches, compiles and assimilates data pertaining to land sales, transfers, prices, etc.; maintains maps reflecting sales of improved and vacant land; maintains planning and zoning maps; assists in assimilating information to establish price and assessment estimates for newly constructed subdivisions or neighborhoods.· Assists applicants for Farm Use Deferment program in completing applications and associated forms and documents; establishes files for new applicants and requests proper mapping information; maintains Land Use Deferment files and performs discovery review, to determine loss of deferment eligibility on individual parcels. · Compiles data from property deeds for preparation of Sales Ratio Report, and submits report as required by State Department of Revenue.· Types correspondence, reports, forms, statements, manuscripts and other materials into form from typed or handwritten copy, assuming responsibility for correctness of spelling, punctuation, grammar and format.· Files and retrieves materials based on considerable knowledge of tax collection program; researches various files or records, as necessary, to obtain and compile data.· Assists interested persons in obtaining data concerning property location, ownership, assessed value of property and other tax information; prepares and provides copies of tax maps, property cards and listing data, as requested, collecting fees and providing receipts.· Performs various support functions to assist in revaluation process, such as researching files, compiling and entering data, etc.· Performs other related work as required. Knowledge, Skills, and Abilities · General knowledge of the practices, procedures and techniques of tax appraisal work. · General knowledge of current construction and material costs. · General knowledge of land values and land development costs. · General knowledge of the geographic and socioeconomic layout of the county. · General knowledge of title search procedures and ability to make searches using deed references, legal descriptions, maps, and a variety of other complex records. · Some knowledge of the North Carolina Machinery Act and County tax policies. · Ability to key data entry information rapidly and accurately. · Thorough knowledge of personal computer, operating systems, software, and peripheral equipment used by the County, as work requires the use MS-Windows Office Suite, printer/scanner, and specific tax department software.· Ability to exercise some independent judgment in the performance of duties. · Ability to understand and follow oral and written instructions. · Ability to deal tactfully and courteously with the public. · Ability to establish and maintain effective working relationships as necessitated by work assignments.· Ability to prepare educational literature and visual materials. · Ability to establish and maintain moderately complex records and files. · Ability to exercise initiative and independent judgment in analyzing and applying standards to a variety of situations. · Ability to prepare and make effective oral presentations before large groups of people. · Ability to exercise tact, courtesy and firmness in frequent contact with a variety of County personnel. Physical Requirements This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Supplemental InformationNote: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
