Position Summary and Job Duties

This is to establish an eligibility list for current and future vacancies.
To perform manual labor and operate hand tools, motorized hand operated equipment and motor vehicles in the maintenance and repair of assigned roads and right of way. This may include operating a variety of vehicles and equipment such as single, tandem, tri and quad axle and four wheel drive trucks, tractor mowers, small to medium sized end loaders, asphalt rollers, tractor backhoes, chain saws and various other types of maintenance and construction equipment.
80% Troubleshoot, maintain and repair assigned roads.
  • Repairs and maintains road surfaces using shovels, asphalt rakes, grade stakes, brooms, air compressors and jack hammers.
  • Repairs and maintains right-of-way areas by mowing, removing brush, tree limbs and rubbish, spreading crushed rock, shaping ditches, spreading black dirt and laying sod or seeding.
  • Removes snow and maintains roadways using snow plows, wings, underbelly blades, and sanding trucks.
  • Sets up and takes down snow fences as directed.
  • Controls traffic by setting barricades, cones, and arrow boards and by using hand signals and flags in order to ensure the safety of highway workers and motorists, and to ensure that traffic moves with a minimum amount of congestion.
  • Constructs and repairs spillways, curbs, guardrails, storm drains and culverts, by using cement mixers, curbing machines, wrenches, shovels, jack hammers, stakes and tapes.
10% Perform routine maintenance on equipment and vehicles.
  • Inspects equipment prior to use for safety and maintenance issues.
  • Performs minor maintenance and repairs on equipment.
  • Keeps equipment clean and in good working order.
Keep current on safety related issues.
  • Become familiar with latest procedures.
  • Attend all required safety related trainings.
  • Report all accidents in a timely manner.
Keep current with all administrative procedures.
  • Completely fill out and hand in time sheets on time.
  • Fill out log book if one has been issued to you.
  • Maintain accurate inventories of materials used in the performance of duties,
including, but not limited to: repair parts; marking and signing accessories;
materials such as gravel, limestone, asphalt, etc.
10% Performs other duties as assigned.

Success Factors (KSA's)

Working knowledge and experience in general maintenance work as it applies to a highway environment.
  • Knowledge of the types and uses of common hand tools, materials, and standard equipment used in general maintenance, construction, and repair.
  • Ability to operate light to medium construction and maintenance equipment; and snow removal equipment.
  • Ability to understand and carry out oral and written instructions.
  • Ability to perform duties in a safe manner.

Job Requirements, Education, Training & Experience

  • Graduation from a standard high school or vocational school or equivalent experience sufficient to provide the knowledge, skills and abilities required of the position.
  • Must possess a valid Commercial Drivers License (Class A) when hired and a working telephone. Must possess and maintain a current unrestricted (not due to corrective lenses) driver's license and auto insurance pursuant to the Rock County Administrative Policy and Procedure Policy 5.02 and 5.27.
  • Positions in the job class this position is assigned to are subject to random drug and alcohol testing pursuant to Department of Transportation rules and regulations. Testing negative on required tests is a condition of employment.

Essential Job Functions (physical elements, equipment and working conditions)

Physical Elements:
Lift, push, pull: Must be able to:
  • lift and carry up to 80 lbs. (4 x 6 sign post with a partner or bags of material)
  • shovel gravel from truck box to wheel barrow
  • lift snow fence rolls, push and roll it up to 50 feet and install 7' metal posts using a post pounder
  • shovel/push snow by hand
  • lift signs and hold in place, up to 8-foot high
  • shovel asphalt (30 lbs/shovel full)
Bending, squatting, kneeling: Must be able to:
  • bend, squat, kneel in order to perform maintenance activities
Climbing, overhead work: Must be able to:
  • climb ladder and get into truck dump box to clean it out
  • enter and exit truck cab by stepping onto a step 24 inches from the ground
  • work for a sustained period of time on ladders to cut tree branches, repair signs and perform truck

Equipment Use:
  • a variety of vehicles and equipment such as single, multiple axle and four wheel drive trucks, tractor
mowers, small to medium sized end loaders, asphalt rollers, tractor backhoes, etc.
  • lift and operate portable power tools such as chain saws, cut off saws, jack hammers (60 lbs) rotary
hammer drills and various other types of maintenance and construction equipment.
Working conditions:
  • Duties are performed mainly outside involving exposure to all weather conditions. Since employees in
this position operate construction and maintenance equipment at roadway construction sites, they are
exposed to construction hazards such as: traffic, dust and dirt, and noise. During the use of equipment the
employees are subject to potentially hazardous substances such as: diesel fuel, gasoline, lubricants, and
solvents. Employees may be required to report for work at any time to work in emergency conditions such
as storms or flooding, at accident scenes and for emergency repairs to roads, bridges and signs.
