Position Summary
Responsible for performing general and varied duty public safety/security and police-related work in the protection of people and property through the enforcement of laws and RIT policies by maintaining order, responding to emergencies, motor vehicle and criminal laws, and promoting positive community relations, tactful diplomacy and customer service. Rapid response to emergency situations involving threats of reported deadly physical force; or actual physical force with a deadly weapon. Acts as university authority, peace keeper, mediator, traffic controller and uniformed presence at campus events, festivals, athletic events, and dignitary visits to campus. Work assignments and investigation duties involve various areas covering the entire 1,300-acre university campus on assigned shifts, involving elements of personal danger. Officers must be able to act without direct supervision, and exercise independent judgment, and quick decision making handling critical situations, and emergencies that can impact the university. As of 2021, the position is responsible for serving and protecting at any given time a community of approximately 19,000 Students and 4,000 Faculty and Staff.
The Public Safety Department is a 24/7 operation, 365 days/year. There are 3 different patrol shifts and the person hired will most likely be assigned to the afternoon or overnight shift, which includes shift differential pay. Required to be available for holidays, overtime, call-ins, possible shift changes on short notice, and rotating days off to maintain appropriate staffing levels and to staff special events throughout the year.
Major Responsibilities:
  • Works autonomously providing for public safety and security by maintaining order/policing, responding to emergencies, protecting people and property, enforcing RIT policies, motor vehicle and criminal laws, and promoting positive community relations; must be able to act without direct supervision, and exercise independent judgment in meeting and handling all incidents, situations and emergencies.
  • Responsible for identifying, pursuing and detaining suspects and perpetrators of criminal acts and RIT policy violations. Responds to service related requests promptly including quality of life complaints; utility interruptions; suspicious persons; money escorts (protecting employees transporting money on campus); special attention checks in high risk areas; motorist assists; residential and office lockouts; found property; emergency notifications; noise complaints; and other duties dictated by community reports.
  • Acts as first responder and preliminary investigator to campus incidents to assess, mitigate, investigate, gather evidence and document the occurrence. Follows-up for timely disposition on reported disputes; robbery; theft of RIT property/services; assault; workplace violence; bias crimes; environmental complaints; fires; security/panic/fire alarms; fights in progress; medical and med-psych emergencies; drug possession/sale; intoxicated persons; missing persons; animal complaints; motor vehicle accidents; and other university policy violations reported and/or observed.
  • Successful completion of specialized skills, knowledge and abilities necessary to deploy and use fire arms on campus and on-going Special Emergency Response Team training ("SERT"), and regular in-service firearms training.
  • Renders aid to accident victims and other persons requiring first aid for physical injuries. Relays complaint and emergency-request information to the emergency dispatcher.
  • Position requires critical thinking/decision making, acting alone in many instances that may require life and death split second decisions resulting in significant consequences (good or bad) for the university and individuals.
  • Acts as university authority, peace keeper, traffic controller, and security presence at concerts; late night events; festivals; athletic events; and dignitary visits to campus. Patrols venues to maintain order, requests patrons to conform to rules/policies and ejects disorderly or disruptive individuals, criminals and PNG's (individuals banned from campus), contacting supervisor and armed law enforcement when appropriate.
  • Apprehends, interviews, controls and bans unauthorized persons involved in illegal behaviors, with force when necessary, and releases them to custody of authorities. Interviews persons with complaints and inquiries and attempts to make the proper disposition or direct them to appropriate authorities. Applies principles of search and seizure and use of force relative to RIT policies, Public Safety procedures and General Orders, and Student Rights while performing tasks. Testifies in court and Student Conduct hearings to present evidence or act as witness in traffic and criminal cases.
  • Writes incident reports as primary evidence for student conduct hearings, criminal court, risk management activities, legal affairs and human resources for follow-up; writes monthly facility safety inspection reports for appropriate action; monitors traffic on campus to ensure motorists and pedestrians observe traffic regulations and exhibit safe driving procedures, issuing citations if appropriate.
  • OTHER DUTIES AS ASSIGNED, including participation in annual and as needed job-related training and courses to learn and maintain specialized skills, knowledge and abilities necessary to perform duties such as regular fire arms certification and on-going SERT training if applicable; defensive tactics; first aid; health and safety; use of force and related topics.

Some overtime is required to maintain appropriate staffing levels and to staff special events throughout the year.

Minimum Qualifications
Education/Certification:
  • High School diploma or General Education Degree (GED)
  • Certification, professional license, or credential: NYS Security Guard License
Experience:
  • 1 year related* experience in the public safety field or other related security fields.
  • Related experience includes experience in campus or public safety, hospital safety and security, law enforcement, military, municipal policing or other related security fields.
Specialized Skills:
  • Communication Proficiency - demonstrated ability to communicate effectively, verbally and in writing to various campus constituencies, including using American Sign Language to communicate with deaf and hard of hearing persons; willingness to learn sign language and deaf culture
  • Stress management/composure - demonstrated ability to use sound judgment and decision making in stressful situations; ability to cope with situations firmly, courteously and tactfully
  • Willingness to learn and increase skill in police-related work
  • Teamwork orientation along with a customer/client focus
  • Ethical conduct
  • Problem solving/analysis - ability to analyze situations quickly and objectively, and to determine proper course of action to be taken

  • Technical capacity - basic computer skills and ability to work with basic technology applications
SPECIALIZED SKILLS (If assigned to Specialized Emergency Response Team: SERT)
Rapid response to emergency situations involving threats of reported deadly physical force; or actual physical force with a deadly weapon.
Successful completion of specialized training in skills, knowledge, and abilities that are necessary to deploy and use firearms on campus, and on-going SERT training along with regular in-service firearms training.
Preferred:
  • Bachelors degree preferred in criminal justice, sociology, or related field
  • Hold a New York State Armed Guard License, New York State Pistol Permit, or have the ability to acquire both.
  • Preference given to experience in campus policing, municipal policing, military policing or related field where firearms training was a requisite for employment.
