Founded just outside of Boston in 1988, Roca operates a nationally acclaimed Intervention Model with five sites in Massachusetts, one in Baltimore, Maryland, and one in Hartford, CT.
Over 36 years, Roca has learned that to impact urban violence, we must work directly with the young people and systems at the center of it.Roca’s Intervention Model engages young people at the center of urban violence in an intensive four-year program to address trauma, teach life-saving cognitive-behavioral skills, and break the cycle of incarceration and poverty that traditional youth programs alone can’t break. And, because it takes all of us, Roca also helps institutions like police and state agencies change the way they work with young people who are traumatized and living at the intersection of gangs, drugs, poverty, violence, immigration challenges, and involvement with multiple public systems.

Position Overview
Roca’s work is based on the theory that young people, when re-engaged through positive and intensive relationships, can change their behaviors and develop life, education, and employment skills to disrupt the cycles of poverty and incarceration. Roca’s Intervention Model engages the highest-risk 16-24 year olds in a long-term process of behavior change and skill building opportunities. Understanding that meaningful change doesn’t happen overnight, we deliver an Intervention Model that is four years long and allows for relapse during the process. We know that lasting change requires a safe space to grow and to flex newly acquired decision-making skills. If a young person is seeking change or can make it through our model without relapsing, then they are not a candidate for Roca and can likely be served by a less intense program.
The Program Manager will report to the Director and will include oversight and supervision of stage-based programming; overall management of the program schedule, coordination of pre-vocational and workforce readiness programming, support with employment placements, and various administrative tasks to support the site. Working in partnership with the staff, the Program Manager will support the quality implementation of the Intervention Model to ensure our young women are moving toward benchmarks and outcomes. The Program Manager will also support the delivery of 2Gen supports for young mothers with young children.

Responsibilities:
  • Supervise staff as necessary and appropriate, which may include Educators, Employment Specialist, Basic Needs Specialist, and Crew Supervisor.
  • Manage fidelity and quality implementation of Stage Based Programming including Life Skills, Workforce Readiness, and Education.
    • Support and coach Educators and other direct reports in the quality implementation of programming.
    • Coach and support youth workers and program staff in the quality implementation of one on one and group-based life skill programming; including but not limited to CBT, Financial Literacy, Parenting, and Healthy Habits.
    • Work in partnership with other staff on continuous quality improvement of workforce readiness, educational and prevocational curriculum development and implementation practices.
  • Manage the progression of young people on caseloads through Roca’s intervention model. Monitor program performance using Efforts To Outcomes (ETO) database, including but not limited to:
  • Monitoring programming dosage and completion.
  • Entering daily efforts and attendance including transitional employment.
  • Managing participants who need employment placements/replacements including workforce verifications.
  • Oversee the coordination and implementation of Transitional Employment Program (TEP) and manage employment placements.
  • Oversee coordination and implementation of TEP programing.
  • Oversee and track attainment of industry recognized certifications such as Serve Safe, OSHA 10, and Forklift operation.
  • Management employment verifications, readiness, placement, and replacement.
  • Assist with the coordination, oversight, and delivery of 2Gen programming including but not limited to:
    • tracking and completion of developmental screening of young children ages 0-5;
    • delivery of parenting and parent-child programming;
    • oversight of onsite Playroom; and
    • navigation of early childhood services including Early Intervention and childcare.
  • Perform daily administrative tasks including but not limited to entering programming attendance, running daily program reports, maintaining schedules, logs, email correspondence, supervision schedules, etc.
  • Assist with other program logistics including resource management, supplies, vans, etc. as needed.
  • Assist with coverage, emergencies and crisis intervention.
  • Perform other duties as assigned.

Qualifications

Roca expects candidates to have the following skills:
  • BA preferred/Equivalent experience accepted.
  • Minimum of 2-3 years of experience working with street involved high risk young people, preferably young women and/or teen mothers.
  • Experience planning program schedules, teaching in one-on-one and group settings, and implementing Educational, Pre-Vocational, and Life Skills programming.
  • Working knowledge of Cognitive Behavioral Theory-based skill building or willingness to learn.
  • Familiarity with restorative justice practice including Peacemaking Circles.
  • Administrative experience including data entry.
  • Capacity for creative problem-solving and conflict resolution.
  • Strong written and oral communication skills.
  • Excellent at organizing, managing and completing multiple complex projects and tasks simultaneously with thoroughness, accuracy, timeliness and good humor.
  • Self-motivation, initiative, sound judgment, and commitment to ongoing learning are essential.
  • Ability to work as a part of a team.
  • Flexibility with work hours/schedule as needed for programming and participant needs.

Physical Demands:
The physical demands that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to stand, walk, use hands to finger, handle or feel objects, and talk and hear.  The employee is frequently required to push, pull, stock, and must lift and/or move up to 50 pounds. Work can be repetitive in nature. Specific vision abilities required by this job include depth perception, peripheral vision, the ability to distinguish basic colors and the ability to adjust vision to bring objects into focus.
It may be necessary to wear some protective clothing and/or equipment such as rain and snow gear, boots, goggles, hard hat, full face shield, respirator, ear plugs/muffs and gloves. Work requires physical exertion such as long periods of standing, walking over rough, uneven surfaces, and recurring bending, climbing, crawling, crouching, stooping, and reaching, and occasional lifting or moderately heavy items. Work requires average physical agility and dexterity.

The work environment an employee is exposed to while performing the essential functions of this job.
The position can work in outdoor and indoor environments. The noise level is typically moderate. The incumbent is frequently exposed to all outdoor weather conditions.
