GENERAL DESCRIPTION - Job Summary
Full-Time Position, 40 Hours/Week
The Human Resources Specialist reports to the Executive Director for Human Resources and works collaboratively with the Executive Director to achieve annual goals in serving external and internal constituents.Essential Duties/Functions
  • Assists with greeting visitors and responds to telephone and email inquiries.
  • Enters and updates personnel information into the Colleague System. Responsible for hiring new employees, personnel changes, and position updates.
  • Updates and maintains employee files, records management, data, and databases; files documents for performance evaluations, position descriptions, contracts, etc.; assists with intake of full-time and part-time documents and assembles personnel file for new employees', including employment application, resume, and official transcripts.
  • Provides general assistance to the Executive Director by preparing documents, spreadsheets, reports (Staff Info, IPEDS, Longevity/Service Date), website maintenance, and other tasks as needed for special projects.
  • Maintains the recruiting database with creating job descriptions, advertising positions, reviewing applications and resumes, dispositioning candidates and closing out completed recruitments.
  • Assists hiring managers with scheduling onsite and/or virtual interviews for selected candidates.
  • Completes reference checks; enters background checks; reviews results and refers cases to administration as needed.
  • Enters and maintains the N.C. New Hire Reporting Program and E-Verify database and processing of I-9 identification documents for new employees.
  • Assists with preparation for New Employee Orientation in collaboration with the Executive Director.
  • Prepares new hire packets for all employees.
  • Provides information and assistance to employees and the general public regarding human resources issues, policies, and procedures.
  • Assures proper storage, organization, and retrieval of information of human resources records.
  • Assists in the daily operations of the Human Resources office; receives and distributes incoming daily mail; maintains office equipment and inventory of supplies and generates purchase requests for office supplies.
  • Processes monthly invoices for payment and submits check requests.
  • Maintains confidentiality at all times.
  • Stays abreast of statutes, procedures, and current personnel practices and policies by attending professional development activities and reading current publications.
  • Serves on various committees as assigned.
  • Performs other duties as assigned.
QUALIFICATIONS
Education and Experience
  • Associate’s degree in a related field from a regionally accredited institution required.
  • Two years experience in an office environment.
  • Excellent customer service skills and organizational skills.
  • Strong computer skills, including MS Word and Excel.
  • Maintain confidentiality of employee records.
Knowledge, Skills, and Abilities
  • Verbal and written ability to effectively communicate and work with people from diverse backgrounds.
  • Ability to set priorities, organize projects, and maintain accurate and complete records.
  • General knowledge of concepts related to personnel.
  • Ability to interpret state, local, and federal statutes, policies, procedures, and guidelines applicable to personnel and institutional governance.
  • Ability to work independently with a high degree of accuracy.
  • Ability to pay attention to detail and deadlines.
  • Knowledge of computer software programs, including Word, Excel, Publisher, and Access.
  • Commitment to the philosophy and mission of the College.
  • Positive attitude, organizational and problem solving skills, and the ability to deal with continuous change.
SUPERVISION PROVIDED: None
SUPERVISION RECEIVED: The Executive Director for Human Resources supervises the Human Resources Specialist.
SALARY:
Salary commensuratewith education and work experience. Benefits include paid state holidays, paid annual and sick leave, and the State of North Carolina Benefits Program.
